Strict Sanctions for ASN who Insist to go home

The government has issued a ban on going home for the State Civil Apparatus (ASN) to go home on the momentum of Eid and Eid al-Fitr 1441 H. The ban on going home was issued to prevent Covid-19 transmission to various other regions outside Jakarta. ASN who are determined to be going home will get strict sanctions.

Mudik is a tradition of the people in Indonesia which is carried out at the end of the month of Ramadan. But in the midst of the co-19 pandemic, this activity was dangerous, because it could cause the spread of the corona virus. Travelers who come from red zone cities can bring the virus to their home villages and then transmit it to many people.

No wonder now emerged rules for banned going home, no exception for the ASN. Presidential Decree number 11 of 2020 explains this prohibition. As servants of the state, they should follow this new rule. Eid can be done at home, no need to go home. All this for the sake of mutual safety.

To anticipate ASN who are desperate to go home, the government has designed various scenarios. Among them, tight security on the homecoming lane and toll roads that are usually passed by people who want to return home. In addition, there are PSBB rules and it is forbidden to piggyback other people on 1 motorcycle. In one car also filled only a maximum of 3 people.

ASN, which still takes the path of rats to return home and is determined to go home, if caught, will receive strict sanctions. In some areas, there are already houses used as a place of isolation for travelers who are caught. U

The Ministry of Administrative Reform and Bureaucratic Reform which oversees the ASN is also preparing hard sanctions for those who are determined to go home. They are also prohibited from applying for leave of absence in the fasting month, because it can be misused to go home far before the Eid. A total of 4,300,000 state servants in Indonesia must comply with this rule. Of course there are exceptions, if they are on maternity and maternity leave or if a family member has died.

If there are ASNs who secretly play truant and then go home, then the application of the punishment there are several levels. The first is a mild disciplinary sentence, then moderate, then at the third level there is a verbal and written warning. All of these penalties affect the future of the country’s servants.

Level two penalties namely being severe makes an ASN unable to raise salaries and move up. Whereas in severe punishment, the sanctions are even more strict. A state servant who is found going home and playing truant at will, will be subject to sanctions in the form of a rank demotion. If he is a coach or head of department, or holds another position, he will be demoted from his position with disrespect. The most severe punishment is that ASN can be released or early retirement.

All of these sanctions may seem cruel at first glance, but indeed there must be strict punishment for ASN who violated the rules going home. They are servants of the state so they must abide by government rules. After all, they are also paid by the government, if they break the rules they will be labeled as defectors.
This strict sanction made the ASN cancel their intention to go home on Eid. They are willing to hold back longing and can only make phone calls or video calls to parents in the village.

The President understands their turmoil and is still working on a long-term plan. Later the end of the year there will be additional holidays that can be used to return to the village instead of the homecoming which is delayed on Eid this year. Of course, with a note if things have calmed down and the co-19 pandemic is over.
ASN as a state servant is obliged to obey the rules prohibited from going home. Those who violate will be given sanctions, ranging from verbal reprimands to demotion. All ASNs must obey the rules and be patient for Eid only at home.
