Supporting the Prohibition of Demonstrations Ahead of the Presidential Inauguration

The inauguration of the President and Vice President is just a matter of days. The police also issued a ban on demonstrating ahead of the inauguration. This should be appreciated in order to maintain security and public order.

Five days before the inauguration, the preparations seemed to be nearing completion. The combination of the TNI and the National Police appealed to all elements of the community so that they would not do demonstrations. This is considered to disrupt political stability and security. Unmitigated if this appeal is not heeded the demonstrators will deal with the police.

After being widely heard there would be an intervention effort ahead of this state agenda. It is said that not only one party, but there are a number of elements who are also trying to disrupt this momentum. With regard to the prohibition of the demonstration, this was also guaranteed by Gatot Eddy Pramono, as the Jakarta Police Chief. He asserted that if his party would not issue a permit for the people who would hold a demonstration.

He added, if the letter of aspiration is submitted then no letter of acceptance will be given. Only then will be allowed after the inauguration takes place. Gatot stated that the step was taken as a form of discretion from the security forces so that the inauguration procession of the president and vice president could take place conducive and solemnly. In connection with this matter, he also emphasized, if the application of this discretion will end after the inauguration ceremony of the president and vice president is over. Considering several heads of state and ambassadors of friendly countries also attended the inauguration ceremony on 20 October.

This is to respect guests and that the unitary state of Indonesia is known to the world as a civilized and polite nation. In addition he stated that the TNI would later become the leadership of security operations in the inauguration procession. While the police will be a supporting element of the TNI regarding the security.

This discretion was carried out on the basis of Law Number 30 of 2004 concerning Government Administration. This discretion is a determined decision and / or action taken by a government official in order to overcome the concrete problems encountered in the implementation of government. Which in terms of legislation is suspected to provide choices, not regulate, not complete or unclear, and there will be government stagnation.

On the other hand, DPD Chairwoman Puan Maharani, has detailed about 30 thousand joint personnel of the TNI-Polri will be deployed at the inauguration ceremony on 20 October. He also explained that these personnel would be divided into two security rings. Namely, rings 1 and 2 whose implementation will be arranged later, so that they can run well.

A similar opinion came from MPR Chair Bambang Soesatyo, he hoped that ahead of the inauguration there would not be disturbed by demonstrations. Thus, the community and students are encouraged to help create a conducive situation during the procession.

He explained that the MPR did not want to ban it, but as a fellow nation, he tried to knock on the hearts of his fellow students and the public who wanted to demonstrate at the inauguration, by rearranging the demonstration at a later time. He considered if there was no demonstration, the inauguration along with the taking of the oath of office could run smoothly without interruption.

This 5-year momentum should be able to be a conducive procession, smoothly without obstacles. Since this doesn’t happen every day, it’s only for a few moments. So there is nothing wrong for all elements of society, especially students, able to refrain from carrying out these demonstrations. Let’s become a dignified nation by creating a safe, comfortable situation that will be recognized by the world community.
