The government has banned going home or returning to the village during the Covis-19 pandemic since April 24, 2020. Nevertheless, there are still many people who cat and mouse to go home to their hometown. The government also applies strict rules in order to reduce covid-19 transmission in the community, so travelers make it difficult to return to Jakarta,

In the midst of the Covid-19 pandemic, some travelers sought all their efforts to return home. Although many buses do not operate, in fact there are still some people who take advantage of this condition to get big profits, namely the transportation business.

Those who are going home certainly cannot blame us immediately, those who are going home certainly have a variety of reasons, one of which is the lack of income to survive, either to eat or pay rent.

But now, migrants who want to return to Jakarta must face difficulties when returning to overseas. To return to Jakarta, they must meet a number of requirements that are difficult to obtain.

In the city of Surakarta, for example, people going back and forth from Jakarta found it difficult to obtain a health certificate so they could return to their homes after Lebaran. This is because the Surakarta City Health Office (DHO) does not serve requests for rapid tests and polymerase chain reaction (PCR) swab tests. In fact, the two test results are a requirement for the issuance of a health certificate in order to enter certain areas, such as entry and exit permits (SIKM).

Surakarta City Health Office through the Head of Department Siti Wahyuningsi said, it did not serve the request of the two tests that the number was full because the tests were only intended for ODP (Insider Monitoring) and PDP (Pasian in Oversight) and for follow-up tracing.

He advised travelers who need a health certificate to come independently to a hospital that serves rapid tests and PCR tests. According to him, the Puskesmas also does not serve both tests.

Obligation of immigrants to have SIKM to make 272 vehicles in the flow back to Jakarta was forced to turn around because they were not allowed to continue the journey by Majalengka Regional Police in West Java Province.

On a different occasion, the Head of the South Kalimantan Police Traffic Corps, Comr. Benjamin said, there would be an isolation process carried out during the reverse flow or after Lebaran to filter out newcomers who would enter Jakarta.

Benyamin also said that the rules for not being able to enter or it would be difficult to set foot in Jakarta apply to the people who succeeded in escaping when there was a ban on 24 April, or they had traveled before.

He also appealed to the public to continue to comply with the protocol, especially for those who are not included in the category of exclusion.

In line with Benyamin, Head of the DKI Jakarta Transportation Agency (Dishub) Syafrin Liputo said, with regulation number 47 regarding restrictions on travel activities in or out of the Province of DKI Jakarta in the effort to prevent the spread of Covid-19.

According to Syafrin, people in Jakarta who will travel back and forth or arrive in their hometown without having a permit to enter and exit (SIKM) will not be able to return to the capital city sooner.

Syafrin accumulates it with vehicle data coming out of Jabodetabek from PT Jasa Marga. In the data recorded there are 465,500 vehicles that have been recorded exiting the toll road.

Assuming two people per vehicle, at least 900 thousand additional people have left Jabodetabek.

Then when added to the number of public transport passengers according to Syafrin there are 1.7-1.8 million people who have gone back and forth from Jabodetabek. Millions of people are the ones who should be anticipated for their arrival to Jabodetabek.

Placement in the Greater Jakarta area is intended to select anyone who can enter the Jakarta area.

Apart from Jabodetabek, screening is also carried out in the homeland of the homecomers. Therefore, travelers are not easy to get away with it. Moreover, the number of isolation posts on the island of Java increased from 56 posts to 116 posts.

Guarding the post was also extended from the previous to H + 7 to H + 14 Lebaran or 7 June 2020.

This study is of course aimed to reduce the potential for transmission, this protocol must be addressed wisely so that the pandemic can end soon.
