The issuance of Government Regulations in lieu of Laws (Perppu) on Job Creation has gone through a lot of careful planning and design processes, because it also takes into account all aspects in a comprehensive manner that exist in Indonesian society.
Exactly on the 30th of December 2022, the Government of the Republic of Indonesia (RI) under the leadership of the President of the Republic of Indonesia, Joko Widodo has officially issued Perppu Number 2 of 2022 concerning Job Creation. Regarding this issuance, the Coordinating Minister (Menko) for the Economy, Airlangga Hartarto stated that the Job Creation Perppu is urgently needed by Indonesia at this time.
Not without reason, the article is that currently the country is in a fairly urgent condition so there is absolutely no reason at all to delay or not take action as soon as possible regarding economic conditions. Of course, the urgent reason is because now the global economic conditions are also in a lot of uncertainty.
Furthermore, there are other urgent needs which then make the Government of Indonesia really have to take steps to accelerate efforts to anticipate global conditions, whether related to the economy or regarding Indonesia’s readiness to face the threat of a global recession, rising inflation to the threat of stagflation that continues to haunt .
In fact, for now there are already more than 30 developing countries that have entered the International Monetary Fund (IMF) because their economic conditions are also difficult. Of course, knowing this, President Jokowi does not want Indonesia to also be one of the countries experiencing economic difficulties. so that the issuance of the Job Creation Perppu is indeed a very crucial matter.
Apart from being able to prevent Indonesia from being included in the IMF, the Coordinating Minister for Airlangga also said that the geopolitical conditions that occurred as a result of the conflict between Russia and Ukraine had not yet been completely resolved. It also includes that there are still a number of conflicts over the fabric that are increasingly making global conditions even more uncertain, which the government continues to consider.
Moreover, there are several countries that even up to this moment are still struggling to be able to face the food crisis, energy crisis and financial crisis that occurred in their respective regions, including climate change which continues to be a challenge for several countries in the world.
Then, there is also a Constitutional Court (MK) decision related to the Job Creation Law (UU) which greatly influences how behavior in the business sector, both domestic business actors and those from abroad. All of these problems must really be handled properly.
Also included, Indonesia has a higher target investment value in 2023 compared to 2022. Therefore it is very important to have legal certainty that fills and regulates all these precarious situations, so of course with the issuance of Perppu Number 2 of 2022 concerning Job Creation, it is hoped that it will be able to fill the void and legal certainty that exists in Indonesia to further make business actors as well as investors are confident and they can invest or expand their business in the country.
Another reason for the issuance of the Job Creation Perppu by President Joko Widodo is as a form of effort to realize the goals of the Government of the Republic of Indonesia which is able to bring prosperity, justice and also prosperity for all Indonesian people in accordance with Pancasila and the 1954 Constitution of the Republic of Indonesia. .
Therefore, the state must indeed make various forms of efforts to be able to continue to fulfill citizens’ rights to work and also a decent living for humanity, one of the efforts that has been carried out very quickly by the government is the issuance of this Job Creation Perppu.
Touching on efforts to bring prosperity, justice and prosperity to all Indonesian people, with the Government Regulation in Lieu of Law (Perppu) Number 2 of 2022 concerning Job Creation it is hoped that there will be a lot of employment in Indonesia very broadly because it will very aligned to support all activities in the business world and investors.
What’s more, that at this time competition is becoming increasingly competitive and there are also many demands for economic globalization and there are also challenges and economic crises which can all pose a threat to the disruption of the national economy in the country.
All aspects that are very comprehensive in this society, which have also taken many perspectives and accommodated the interests of various parties, have indeed colored the considerations for the issuance of the Perppu Cipta Kerja which was ratified by President Jokowi, so this is not a decision made without lots of calculations.
