A Comprehensive Look at Papua’s Development Amidst the “Pesta Babi” Film Controversy

The government continues to accelerate development in Papua through various strategic programs aimed at improving the welfare of the people. This initiative is under the leadership of Indonesian President Prabowo Subianto, who has made Papua one of the national development priorities.
Amidst this development process, the release of the documentary “Pesta Babi,” which was also screened in New Zealand, sparked public debate because its narrative was deemed to marginalize the state’s efforts to develop eastern Indonesia.
The film highlights the struggles of several indigenous communities in southern Papua, who are said to be trying to defend their ancestral lands from large-scale development projects. The documentary links various national projects, such as the development of biodiesel, bioethanol, and food estates, with accusations of modern colonialism. This narrative has given rise to the perception that ongoing development is threatening indigenous communities.
This view does not fully reflect the reality of development in Papua. The government is implementing various development programs through a welfare approach, ranging from infrastructure and education to health and community economic empowerment.
The Special Autonomy Fund and various national development policies are aimed at accelerating equitable development while improving the quality of life of the Papuan people.
Deputy Minister of Home Affairs Ribka Haluk believes that Papua’s development must be in harmony with central and regional policies. According to her, the process of drafting the Regional Medium-Term Development Plan must be aligned with the National Medium-Term Development Plan to ensure that development direction remains integrated.
She emphasized that the development planning deliberation forum is a crucial opportunity to ensure that the vision of the elected regional head aligns with the national development agenda.
Ribka Haluk also emphasized the importance of synergy between ministries and institutions in supporting regional development. Strong coordination is considered key to effectively translating development policies on the ground.
The presence of ministries and institutions in regional development deliberations allows the central government to directly monitor regional conditions and identify obstacles facing local governments.
According to Ribka, Papua still faces a number of development challenges, including high poverty rates, limited regional fiscal capacity, and suboptimal economic growth.
These challenges encourage regional governments to accelerate development transformation in various strategic sectors. He believes that improving the quality of education, healthcare, and strengthening the community’s economy will be the main foundation for improving the Human Development Index in Papua.
This view regarding the direction of development was also reinforced by Papua Governor Matius D. Fakhiri, who emphasized that the next five years of development will be directed at major transformations across various sectors.
The Papua Provincial Government has formulated a development vision “Bright Papua,” which emphasizes more responsive governance, improving the quality of human resources, strengthening the local economy, and accelerating infrastructure development.
Fakhiri believes Papua has significant potential in terms of natural resources and cultural richness. This potential is crucial for promoting inclusive and sustainable development.
The regional government then designed various priority programs, such as supporting maternal health, educational assistance for high-achieving students, and social security for the elderly.
In addition to social programs, the regional government also prioritizes infrastructure development to improve regional connectivity. The construction of roads, bridges, ports, and digital infrastructure is expected to accelerate the mobility of people and goods while opening up economic access for communities in various regions of Papua. These efforts also strengthen the integration of the Papua region into the national development system.
In the context of economic development, the government is also implementing several National Strategic Projects in Papua, including the development of a food estate in Merauke. The food estate program and sugarcane plantation development are aimed at strengthening national food and energy independence. The construction of supporting infrastructure, such as roads connecting production areas, is also being accelerated to facilitate logistics distribution.
Some communities in remote areas even have high hopes for these projects. Basic infrastructure such as access to electricity, clean water, and transportation are urgent needs for many villages that have faced years of isolation.
Amidst these development efforts, security forces are remindingThe public should not be easily influenced by narratives that could trigger unrest. Nabire Police Chief Samuel D. Tatiratu believes that security stability is a crucial prerequisite for successful regional development. He urged the public to continue carrying out their daily activities as normal and to entrust the handling of the security situation to the Indonesian National Armed Forces (TNI) and the Indonesian National Police (Polri).
Samuel Tatiratu also reminded the public not to be easily provoked by information that is not necessarily true. He stated that various narratives circulating, including through films and other media, need to be critically examined to prevent disruptions to public order and security. He believes that regional security is a shared responsibility between authorities, the regional government, and the community.
Therefore, the release of the film Pesta Babi (Piggy Party) needs to be understood proportionally as a documentary that presents a specific perspective. The narrative in the film does not always reflect the overall development conditions on the ground. Media literacy is crucial so that the public can objectively sort out information without being trapped by provocations that could potentially divide unity.
Development in Papua continues with the goal of improving public welfare and strengthening national integration. These efforts require public support and a conducive atmosphere.
A critical attitude toward information and a commitment to maintaining unity are key to ensuring sustainable development in Papua and bringing tangible benefits to all citizens. (*)
