Acceleration of CASN Appointment Proof that the Government Listens to the People’s Aspirations

The government’s decision to accelerate the appointment of State Civil Apparatus Candidates (CASN) for the 2024 budget year has received positive attention from various groups. This policy not only shows the government’s firmness in formulating strategic bureaucratic steps, but is also real evidence that the government is listening and responding to public aspirations with full attention.
Previously, the appointment of CASN was planned to be carried out in October 2025 for Prospective Civil Servants (CPNS) and March 2026 for Government Employees with Work Agreements (PPPK). However, this delay has sparked unrest among prospective ASN, especially those who have resigned from their previous jobs in the hope of being appointed as civil servants soon. These concerns grew stronger when the appointment process seemed to lack clarity.
In response to these dynamics, the government conducted an in-depth evaluation and considered various aspects before finally determining the acceleration of CASN appointment. Minister of State Secretary Prasetyo Hadi said that the appointment of CPNS will be completed no later than June 2025, while PPPK in October 2025. This decision illustrates the government’s commitment to providing certainty and justice for prospective ASN who have gone through a series of selections.
This acceleration step also reflects President Prabowo Subianto’s leadership which is responsive to the needs of the community, especially in maintaining the sustainability of public services. The government understands that the delay in the appointment of CASN not only impacts individuals who have passed the selection, but also affects the effectiveness of public services in various government sectors. By accelerating this appointment, it is hoped that important vacant positions in the bureaucracy can be filled immediately and services to the community run optimally.
Chairman of Commission II of the Indonesian House of Representatives, Muhammad Rifqinizamy Karsayuda, expressed his appreciation for this government step. He realized that the acceleration of the appointment of CASN uses the term “no later than possible” because it considers the readiness of various ministries, institutions, and regional governments. According to him, there were around 280 government agencies that requested the postponement of the previous CASN appointment, on the grounds of administrative adjustments, technocracy, and budget readiness. However, the government still managed to find the best solution to accelerate the appointment process while still considering the readiness of each agency.
Rifqinizamy also encouraged all government agencies to immediately complete the data of honorary workers who will be appointed as PPPK. From the existing quota, there are still more than 300 thousand honorary worker data that have not been submitted by the local government. The speed in completing this data is an important key so that the appointment is according to the predetermined schedule. This is also the responsibility of the agency to ensure that every qualified honorary worker gets their rights properly.
On the other hand, Public Policy Observer, Trubus Rahadiansyah assessed the policy of accelerating the appointment of CASN as the right and strategic step. According to him, this decision is not only a bureaucratic solution, but also shows that the government appreciates and listens to input from the public. Trubus emphasized the importance of accelerating this appointment so that prospective ASN do not face prolonged uncertainty, which has the potential to have negative impacts, both economically and psychologically.
Furthermore, this acceleration decision shows that the government is trying to consistently implement the principle of meritocracy in ASN recruitment. Although the appointment acceleration is carried out, the government continues to ensure that the CASN appointment process runs according to the established competency standards. This is important to ensure that the ASN appointed not only meets the needs of bureaucratic workers, but also has adequate quality to provide the best service to the community.
The government’s commitment to maintaining the quality of the bureaucracy can be seen from President Prabowo’s direction to each ministry, institution, and regional government to conduct an analysis and simulation of readiness in appointing CASN. The government wants to ensure that the acceleration of this appointment does not cause new problems in the future, such as budget unpreparedness or vacancies due to improper distribution of personnel.
In addition, the government also pays attention to the sustainability of the arrangement of non-ASN personnel. This arrangement is expected to be a long-term solution in creating a more efficient and professional bureaucracy. By completing the appointment of CASN quickly but still planned, the government wants to emphasize that every policy taken takes into account the aspirations of the community and broader national interests.
