Anticipating the Spread of Radical Ideology in Papua

The Papuan Separatist and Terrorist Group (KST) continues to spread the ideology of violence to the people. The community also supports the security forces to take firm action against these gangs in order to break the chain of violence in Papua.
The National Counterterrorism Agency (BNPT) is trying to quell the spread of terrorist groups in Papua. The crackdown was carried out with various approaches, one of which was ideological vaccination.
BNPT Prevention Director Brigadier General Ahmad Nurwakhid said the moderate Papuan people would be given a vaccination for ideology, national insight and nationalist values. Ahmad said the efforts made to the community were different. Of course, ideological vaccination does not need to be given to the Papuan people who support the separatist movement, but it does not fulfill the criminal element of terrorism. They will be given counterradicalization, counterideology, counternarrative and counterpropaganda.
People who have not fulfilled the elements of the crime of terrorism are not sufficiently vaccinated against ideology and counter-radicalization. According to Ahmad, the group needs to take action.
Ahmad said that one of the terrorists on Cenderawasih Earth was the armed criminal group (KKB). The act of KKB has been included in Article 1 paragraph 2 of Law Number 5 of 2018 concerning criminal acts of terrorism. The regulation states that terror is an act or act of using violence or threats of violence that can cause massive fear in the community. In addition, terror can also cause casualties, both injured and dead.
In addition, it can also cause damage and/or destruction of public, international facilities, vital objects, environmental facilities with political ideological motives or security disturbances.
Ahmad also mentioned that the separatist group clearly does not recognize the ideology of the Pancasila state. From a political point of view, these groups openly want to separate themselves from the Unitary State of the Republic of Indonesia (NKRI).
In terms of security disturbances, it is clear that they have killed, damaged, and even kidnapped residents. The separatist group has also been proven to have disturbed the stability of the security community and the security of the community. He said the pattern of handling the KKB was not the same as the terrorists who were members of the Jamaah Islamiyah (JI) network, Jamaah Ansharut Daulah (JAD) and the East Indonesia Mujahidin (MIT). These actions must be adapted to the situation and conditions.
Ahmad also revealed, coincidentally, these separatists have a greater international political nuance than terrorists. Second, the determination of the KKB separatists as terrorists was not long ago so they still need adjustments to be more optimal in their efforts to overcome them.
Previously, terrorism and intelligence observer Stanislaus Riyanta said that the Papuan armed criminal group (KKB) was a terrorist group. Riyanta said that the government must take an intense approach to the Papuan people.
The government must also accompany and protect Papuans and see them as victims who must be protected, and must be freed from the general stigma that Papuans are part of the KKB. According to him, the pattern used by the Papuan KKB is to take advantage of the situation and hide among the people.
The group acts in the name of the community, but on the other hand terrorizes people who are considered to support the government. He also said that efforts to prevent the emergence of a radical understanding of the people who support the Papuan KKB can be done with the active role of the state who is present in various problems in Papua.
If you look at the track record of KKB crimes, of course their actions deserve to be equated with acts of terror. This is because KKB’s actions have been proven to use violence, threats of violence, firearms, and cause widespread fear effects in the community.
Chairman of the Papuan Indigenous Youth Jan Arebo firmly stated that the actions taken by the KKB were worthy of being called terrorists. He also recommended and supported BNPT to designate KKB as a local terrorist organization.
Jan Arebo revealed that his party gave full support to BNPT to establish the status of KKB as a local terrorist. This is because they always carry out terror, murder.
The attack that has been carried out by the KKB is certainly a serious threat to the sovereignty of the Republic of Indonesia and the course of the development program in Papua which is being promoted by the government.
Papua is an integral part of the Unitary State of the Republic of Indonesia, the territory of Papua must be kept secure, so that the development mission in Papua can run smoothly without any obstacles from terror groups in Papua.
