Circulation of Adulterated Rice Undermines Government’s Food Self-Sufficiency Efforts

Jakarta – Indonesia’s ongoing efforts to achieve national food self-sufficiency have come under threat due to the widespread circulation of adulterated rice across various regions. This fraudulent practice not only harms consumers but also erodes public trust in the integrity of the national food distribution system. Recent findings by law enforcement agencies have uncovered several warehouses in Central Java and the Greater Jakarta area (Jabodetabek), suspected of operating as centers for mixing medium-grade rice with premium varieties for the purpose of maximizing profit.

Chairperson of the House of Representatives (DPR RI) Commission IV, Titiek Suharto, urged law enforcement to take firm action against the perpetrators, emphasizing that such practices severely undermine the government’s genuine efforts to build a resilient and self-reliant national food system.

“We in Commission IV strongly oppose this. At a time when we’re working towards self-sufficiency and better systems, we still see practices like this. If proven guilty, the perpetrators must be sanctioned by the authorities,” Titiek stated.

Echoing these concerns, Speaker of the DPR RI, Puan Maharani, called on the government to launch a thorough investigation into the case. She stressed the need to prevent any potential harm to the public caused by the circulation of adulterated rice.

“First, thoroughly investigate and get to the bottom of this adulterated rice issue. It’s essential that this does not harm consumers,” Puan said at the DPR building in Central Jakarta.

Previously, Minister of Agriculture Andi Amran Sulaiman revealed that adulterated rice has even reached supermarket and minimarket shelves, misleading consumers by being packaged as premium-quality products. Investigations by the Ministry of Agriculture (Kementan), together with the Food Task Force (Satgas Pangan), identified 212 rice brands that failed to meet quality standards regarding packaging weight, composition, and labeling.

“This adulterated rice has infiltrated supermarket and minimarket shelves, packaged as premium when in fact it deceives consumers in terms of quality and quantity. Our investigation, alongside the Food Task Force, found 212 rice brands failing to meet quality standards, whether in terms of weight, composition, or labeling,” he stated.

The adulteration of rice poses a serious threat to national food security. This practice involves blending low-quality rice with premium rice, repackaging it, and selling it at inflated prices. Such tactics severely disadvantage lower-income consumers who depend on subsidized rice to meet their daily needs.

The government has set a target to achieve food self-sufficiency by 2026 through boosting domestic production, improving distribution management, and stabilizing prices. However, the existence of adulterated rice disrupts these objectives by distorting market prices and triggering shortages in certain regions. Without strict supervision and firm law enforcement, this fraudulent practice risks becoming a persistent problem that undermines Indonesia’s goal of achieving national food independence.

The circulation of adulterated rice exacerbates problems within the domestic food market, distorting pricing structures, damaging consumer confidence in local products, and complicating government oversight of rice distribution. It is now imperative for the government, industry players, and the public to work together to protect the integrity of Indonesia’s food sector and ensure the sustainable realization of national food self-sufficiency.
