Customary Land Certification in Papua Continues to Increase, Film “Baking Party” Irrelevant

Papua – The government, through the Papua Province Regional Office (Kanwil) of the National Land Agency (BPN), is pushing for increased certification and mapping of customary land in Papua, including the provinces of Papua Pegunungan, Central Papua, and South Papua, which can be implemented this year.

This was stated by the Head of the Papua BPN Regional Office, Roy Wayoi, on the sidelines of a gathering of ondoafi (tribal leaders) and tribal chiefs throughout Papua Province in Jayapura.

According to him, this aligns with the joint agreement between the Papua BPN Regional Office and the regional government in November 2025, namely the acceleration of customary land certification in Papua.

“The majority of land in Papua is owned by indigenous communities, so accurate data on ownership of this customary land is needed,” Wayoi said.

Furthermore, the Head of the Papua BPN Regional Office, Roy Wayoi, stated, “This is very helpful for us and the Ministry of Agrarian Affairs and Spatial Planning in accelerating land registration, both on a mass scale and routinely, in accordance with customary community ownership.”

He explained that this is crucial to avoid future conflicts or disputes.

“Therefore, we hope that through the meeting of ondoafi and tribal chiefs throughout Papua, there will be a shared understanding and synchronization in promoting customary land mapping in all districts,” he explained.

He added that the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) had just handed over the Management Rights (HPL) certificate for the customary land of the Sawoi Hnya indigenous community in Jayapura Regency in October 2023.

“We hope that this year, there will be indigenous communities who want their customary rights certificates,” he concluded.
