From Integrated Patrols to Customary Judges, Synergy Secures Papua

Jayapura – Jayapura City, South Sorong, and Asmat are concrete examples of strengthening the synergy between security forces, local governments, and communities in maintaining security and order in Papua. A number of strategic steps have been implemented, from increasing integrated patrols to establishing customary judges.

In Jayapura City, the city government and security forces are responding to the rise in muggings and other crimes. Jayapura Mayor Abisai Rollo urged residents to be more cautious, especially when conducting activities at night.

“To all residents of Jayapura City, if you don’t have any urgent business at night, it’s best to stay home. With recent criminal incidents, we all need to be more vigilant and maintain our safety,” he said on Tuesday (September 30, 2025).

The Mayor also emphasized the importance of the community’s role in maintaining the security of their respective neighborhoods and supported the Minister of Home Affairs’ instruction to reactivate the neighborhood security system (siskamling).

“Jayapura City is our shared home for everyone who lives in it. Therefore, maintaining security is not just the responsibility of the authorities, but the responsibility of all levels of society,” he added.

In South Sorong, Southwest Papua, the Tehit Tribe’s Traditional Community Institution (LMA) has established a traditional judge to maintain public order and security (siskamtibmas). This is in line with the security forces’ mission to foster community peace through collaborative efforts.

The head of the Tehit Tribe LMA, Altius Thesia, said that the formation of customary judges was intended so that customary problems could be resolved by respected figures who understand the customary history in their respective areas.

“I conveyed that the purpose of establishing customary judges is to act as heads or leaders in handling a problem,” he said.

Altius also urged the community to entrust customary judges with resolving disputes to create a conducive and peaceful environment as a foundation for development in the Papua region.

In Asmat Regency, Papua, a joint roll call involving civil servants, the Indonesian National Armed Forces (TNI), and the Indonesian National Police (Polri) was held at Yos Sudarso Field on Monday (September 29, 2025). Asmat Regent Thomas Eppe Safanpo led the roll call, along with Asmat Police Chief AKBP Wahyu Basuki and members of the Regional Leadership Communication Forum (Forkopimda), as a form of security consolidation following the riots in Agats City on September 27, 2025.

“This roll call symbolizes our commitment to restoring the situation and ensuring that government and public activities return to normal,” Regent Thomas emphasized.

Meanwhile, Asmat Police Chief AKBP Wahyu Basuki confirmed that security conditions are now gradually recovering.

“The public order and security situation is now safe and conducive. Many people have begun to open their shops and kiosks,” he said.

This synergy between the local government, security forces, traditional leaders, and the community is expected to keep Papua safe and conducive so that regional development can proceed smoothly with a guaranteed sense of security for all residents.
