Government Embraces Digital Transformation for Targeted Social Assistance

Jakarta — The government, through the Ministry of Communication and Digital (Kemkomdigi), continues to promote digital transformation in the distribution of social assistance (bansos) to ensure accurate, fast, and secure distribution. Through the digital infrastructure it has prepared, Kemkomdigi is committed to supporting national priority programs in realizing efficient and targeted public services.

Minister of Communication and Digital, Meutya Hafid, stated that her ministry has developed the Government Service Connector System (SPLP) as the backbone for the digitalization of Social Protection Programs, including the Family Hope Program (PKH). The SPLP will serve as the primary service connector between ministries, institutions, and regional governments in the electronic-based government system (SPBE).

“We are testing the system’s security with the National Social Security Agency (BSSN). We are currently testing the system’s resilience when receiving large data surges,” said Meutya.

This effort has the full support of the National Economic Council (DEN). The Chairman of the National Enforcement Agency (DEN), Luhut Binsar Pandjaitan, emphasized that the digitalization of social assistance is one of President Prabowo Subianto’s priorities in improving the quality of public services. He emphasized the importance of synergy across ministries and agencies to accelerate the provision of accurate data and maintain the sustainability of this digitalization project.

As part of the Digital Public Infrastructure (DPI) initiative, the government is preparing the Perlinsos Portal, an integrated technology-based platform that allows the public to independently verify, register, and manage social assistance. This portal will use digital identity and biometric data to ensure the accuracy of beneficiary information.

Banyuwangi Regency was designated as a national pilot location due to its readiness in digital infrastructure and the local government’s strong commitment to public service innovation.

Meanwhile, Deputy Minister of Social Affairs Agus Jabo Priyono stated that digitalization will be a solution to the problem of accurate targeting of social assistance, which has so far faced many obstacles, particularly related to the accuracy of recipient data.

“With a digital system, it is hoped that aid distribution will be truly targeted and received by eligible families,” Agus emphasized.

Currently, the Ministry of Social Affairs is using the National Socioeconomic Single Data (DTSEN) for the distribution of social assistance in the second quarter of 2025. The DTSEN is updated regularly with Statistics Indonesia (BPS) every three months to minimize inclusion errors.

This digital transformation is a strategic step towards creating an inclusive, transparent, and data-driven social protection system to improve the welfare of the community as a whole.
