Security Forces Prepare Advanced Strategy to Secure the 10th WWF in Bali

International meetings are often events that require extra tight security, especially when they involve the participation of many countries and important figures. This also applies to the World Water Forum (WWF) or World Water Forum 2024 which is being held in Bali, which is an event that brings together stakeholders from various parts of the world to discuss issues related to global water resources.
In order to maintain security and the smooth running of the event, the synergy and strategy of the security forces, including the Indonesian National Army (TNI), the Indonesian National Police (Polri), and the State Intelligence Agency (BIN), is the main key.
TNI Commander, General Agus Subiyanto, said Indonesia would strengthen security to welcome the delegation. His party has prepared an evacuation scheme for the 10th WWF delegation in the event of a natural disaster. The National Police and TNI will work together with BSSN, BIN and Kominfo to maintain cyber security during the 10th WWF.
In order to safeguard against the threat of terrorism, the National Counterterrorism Agency (BNPT) stated that all assessments of safeguarding acts of terrorism at the 10th WWF in Bali were carried out with high quality in relation to procedures for safeguarding other international activities.
Head of the Legal, Public Relations and Information Technology Section of BNPT, Lt. Col. Sus Tjandra Sulistiyono, said that security was carried out with high quality. The same as other international activities, only this is more integrated. After that, several series of assessments were carried out, namely an assessment of the security of the location to be used, an assessment of vital objects and transportation, as well as an assessment of high-risk people and goods.
Likewise, the Head of BNPT, Komjen Mohammed Rycko Amelza Dahniel, asked his staff to increase the assessment of environmental security systems and vital objects against potential acts of terrorism to support security for the 10th World Water Forum in Bali next May.
The National Police took part in supporting the security of the 10th series of WWF activities in Bali by forming 10 task forces (task forces). Head of the Public Information Bureau (Karopenmas) of the National Police Public Relations Division, Brigadier General Pol. Trunoyudo Wisnu Andiko said that this task force was part of a police operation codenamed Operation Puri Agung 2024 which was formed in order to secure the 10th WWF agenda.
The one-star police general explained that the ten task forces included, namely the preemptive task force; preventive task force; security task force, route escort, parking (rolakir); action security task force; law enforcement security task force; anti-terror security task force; public relations task force; and the banops task force.
The Puri Agung 2024 operation is led by the Head of the National Police’s Security Maintenance Agency (Kabaharkam), Komjen Pol. Fadil Imran as head of operations (kaops). The Puri Agung 2024 operation will be carried out for 10 days, starting precisely from 17 – 26 May 2024, with the aim of ensuring the security of the 10th series of WWF activities and guaranteeing the security, safety and comfort of the countries and delegates who attend.
As is known, the National Police Headquarters deployed 5,791 personnel in preparation for this international event. Karo Penmas, National Police Public Relations Division, Brigadier General Trunoyudo Wisnu Andiko, said that the thousands of personnel consisted of 2,485 National Police Headquarters, 2,706 Bali Regional Police, 300 East Java Regional Police, and 300 West Nusa Tenggara Regional Police.
Head of Public Relations of the Bali Regional Police, Police Commissioner Jansen Avitus Panjaitan, said that security strategy preparation had been carried out since early 2024, including through socialization by Ditbinmas ranks.
The Bali Regional Police also regularly reports on developments in the Security and Order situation and coordinates with the National Police Headquarters, Kodam/IX Udayana, and the Bali Provincial Government, to strengthen synergy, both in routine tasks and in the context of WWF security later.
It was further stated that in terms of security, the Bali Police have 2 command centers (CC) or control centers that are integrated with each other, namely the CC ITDC Nusadua and the CC at the Bali Police Headquarters. Both of them have a very important role in WWF Security.
The command center is equipped with sophisticated equipment, expert and trained operators. Both are equipped with more than 1,700 CCTVs, which are installed in various strategic locations throughout Bali, such as the tourist areas of Nusadua, Kuta, Sanur, Ubud, Jatiluwih, Kintamani, Bedugul and others.
It is known that WWF is an international meeting activity in the field of water which is held every three years and has been taking place regularly since 1997. The theme of the 10th WWF in 2024 is ” Water For Shared Prosperity ” which will be attended by delegates and participants from 43 heads of state, 4 international organizations, 194 ministers, 50,000 active participants and 30,000 visitors.
Therefore, cooperation between security agencies to monitor and protect the event’s digital infrastructure from cyber attacks is critical. Overall, the synergy between TNI, Polri, BNPT and BIN plays a crucial role in securing the 2024 World Water Forum in Bali.
Solid collaboration between security forces and related institutions not only enables effective physical security, but also enables early detection and overcoming potential security threats from various aspects, ranging from physical threats to cyber threats .
