Simplification of Bureaucracy Improves Public Services

The government continues to realize a bureaucratic simplification program . As one of the Government’s priority programs, simplification of the bureaucracy is intended to increase the professionalism of the State Civil Apparatus (ASN) and improve public services.
Institutional simplification basically includes the following elements: (1) Changes in legislation so as to provide a better institutional foundation. (2) Arrange organizational structure that is in line and consistent with the mandate of the law. (3) Establish clear rules of the game and work processes by including a system of checks and balances to prevent abuse of authority and power. (4) Building competent human resources, possessing high integrity and dedication. (5) Building a reward and punishment system that is consistent and effective, including a realistic remuneration system. (6) Require the application of the principles of transparency and public accountability that is firm and regular and sustainable.
To realize the simplification of bureaucracy , commitment is needed and cannot be delayed anymore. This is because bureaucratic structuring includes government priority programs to improve public services and facilitate investment. However, the program must still be carried out with careful preparation.
Bureaucratic reform is not pruning, but rather more structuring through bureaucratic downsizing. the goal is to make decisions and service more quickly. Because, the length of the bureaucratic level will greatly affect the governance of services carried out by the government bureaucracy. The trick is to reduce the echelon that can usually be up to five echelon into two, namely echelon I and II.
Reduction of echelon means redefinition and revitalization of functional positions. Need a new and creative job design in a functional position. He no longer has high weight on independent and technical work. At some level managerial, coordinative, and leadership roles must also be embedded in job assignments. Functional officials will certainly be demanded to be more innovative and significantly contributing to the work of organizations in their respective fields.
The role of functional position as a professional will be even greater. The number and type of functional positions that are currently nearly 200 positions in the future will increase significantly, along with the broad spectrum of development.
The speed with which the bureaucratic downsizing is completed also depends on the speed of government agencies in submitting their input to the Kemenpan & RB.
The big problem that is likely to arise in completing bureaucratic downsizing is in the process of inpassing functional positions as well as structural and functional position allowances. This is because every functional position requires a person’s competence, while the amount of the functional allowance between structural and functional is also different.
Solving the problem of reducing bureaucracy is not as easy as turning the palm of the hand. However, serious efforts in reforming the bureaucracy to be more responsive and professional must indeed be carried out.
