Single Data-Based Social Assistance Ensures Accuracy of Distribution

Jakarta – The government is strengthening its commitment to ensure that the distribution of social assistance (bansos) reaches the right targets by using the National Single Social and Economic Data (DTSEN) as its primary reference. This policy began full implementation in the June–July 2025 distribution phase, which forms part of an economic stimulus package worth IDR 24.44 trillion.

DTSEN itself is the result of integrating three main data systems: the Integrated Social Welfare Data (DTKS), the Social and Economic Registration (Regsosek), and P3KE. This combined data is then reverified by the Financial and Development Supervisory Agency (BPKP) to ensure the validity and current status of aid recipients.

Head of Statistics Indonesia (BPS), Amalia Adininggar Widyasanti, stated that out of a total of 20.3 million beneficiary families (KPM), a significant portion of the data has been verified.

“Some 16.5 million have been verified, and around 14.3 million of them fall within deciles 1 to 4, which are the main priority groups for receiving social assistance,” she said.

According to data from the Ministry of Social Affairs, as of the first week of July 2025, distribution of the Family Hope Program (PKH) assistance has reached 80 percent, while the Non-Cash Food Assistance (BPNT) has reached 84.7 percent of the total target of 18.3 million beneficiaries. The total budget disbursed by the government for this period has reached IDR 11.93 trillion.

An economist from INDEF, Esther Sri Astuti, believes that these achievements reflect significant improvements in the management of social assistance, particularly in terms of timeliness and accuracy.

“Distributions exceeding 80 percent in the first week of the current month deserve appreciation. It shows improvements in administrative processes and data accuracy,” she commented.

Currently, social assistance is distributed through two main channels: state-owned Himbara banks and PT Pos Indonesia. The transition process from collective bank accounts to individual accounts is ongoing. The Ministry of Social Affairs is also distributing Village Fund Direct Cash Assistance (BLT Dana Desa) and special food programs for elderly individuals living alone and people with disabilities, which began disbursement on July 10 in several regions including Java, Sumatra, Kalimantan, and Papua.

The use of DTSEN is further supported by the digitization of assistance data. The government is preparing a Digital Public Infrastructure (DPI) to strengthen the system for distribution and data updates.

Deputy Minister of Social Affairs, Agus Jabo Priyono, stated that the digital system would reduce data errors and close gaps that could lead to duplicate or mistargeted distributions.

“Digitalization is not just about efficiency but about fairness. We want the assistance to reach those who truly need it, leaving no room for manipulation,” he said.

Field verification is conducted regularly every three months. The Ministry of Social Affairs noted that at least 1.9 million beneficiaries have been removed from the list due to no longer meeting the criteria based on the latest data updates. Local governments are also encouraged to actively support this process to ensure participatory and accurate data updating.

Meanwhile, the public can independently check their beneficiary status via the website cekbansos.kemensos.go.id or the “Cek Bansos” mobile application. Currently, around three million potential beneficiaries are still undergoing further validation, mostly due to the absence of personal bank accounts or incomplete data.

By adopting a single-data approach and utilizing digital technology, the government hopes that the entire future process of social assistance distribution can be carried out more quickly, fairly, and accurately. This policy is expected not only to strengthen the purchasing power of poor and vulnerable communities but also to lay the foundation for building a more resilient and sustainable social protection system.
