Subsidized Apartments Accelerated, Decent Housing Access for the People Becomes More Tangible

Jakarta – The government is accelerating the construction of subsidized apartment blocks (rusun) as part of a broader strategy to expand access to decent housing for low-income communities (MBR).

This move is increasingly relevant amid limited urban land availability and the high demand for housing in major cities. Bandung has become one of the initial locations for the realization of subsidized vertical housing projects, which are expected to serve as a national pilot model.

Commissioner of BP Tapera, Heru Pudyo Nugroho, stated that his institution, together with the Minister of Housing and Settlement Areas (PKP), will proceed with the development of subsidized apartment units in Bandung.

He explained that the prepared site covers approximately 3,456 square meters and will be developed into subsidized vertical housing for residents who do not yet own a home.

Heru added that the apartment units will be accessible through the Subsidized Mortgage (KPR) scheme under the Housing Financing Liquidity Facility (FLPP). This scheme serves as the government’s primary instrument to ensure that low-income communities can obtain decent housing with affordable installments.

According to him, this approach is not merely a physical construction project but part of the state’s commitment to ensuring equitable access to housing.

Meanwhile, Minister of Housing and Settlement Areas Maruarar Sirait stressed that rusun development must deliver tangible benefits to the surrounding environment.

He stated that the ministry is initiating a more integrated and long-term oriented subsidized apartment development scheme.

“The development of vertical housing is expected not only to provide shelter, but also to contribute to social stability and national resilience,” he said.

According to Maruarar, housing forms a fundamental pillar affecting quality of life, social justice, and national competitiveness.

He noted that providing vertical housing in urban areas is a rational solution to land scarcity while also helping to reduce the expansion of slum settlements. With a well-planned development concept, subsidized rusun are expected to create healthy, organized living environments integrated with transportation access and public facilities.

This step further underscores the government’s commitment to ensuring that low-income communities are not excluded from economic growth centers.

At the regional level, West Java Regional Secretary Herman Suryatman stated that vertical housing development aligns with regional policies aimed at preserving green spaces.

“Bandung is expected to become a pilot project for apartment provision, which can later be replicated in other regencies and cities across West Java,” he explained.

He assessed that the vertical approach represents a strategic solution to balance housing needs with environmental preservation commitments.

Overall, the acceleration of subsidized rusun development reflects the government’s consistent commitment to making housing a national development priority. Through synergy between central and regional authorities, supported by affordable financing schemes, access to decent housing for the people is becoming increasingly tangible. This policy not only addresses shelter needs but also strengthens the social and economic foundations of communities in a sustainable manner.
