SUPPORTING THE APPLICATION OF THE 11TH MINISTER OF SKB

Ministerial Decree 11 is one way to prevent the State Civil Apparatus (ASN) from being exposed to radicalism. The public is expected to put an end to the polemic regarding the policy considering that ASN and other employees have their own rules.
The Ministerial SKB controversy seems to have not ended yet. However, government assertiveness is indeed needed in this regard. Although this is a dilemma, protection of citizens is paramount.

The affirmation of the enactment of the 11 Ministerial Decree was also guaranteed by RB Minister Tjahjo Kumolo. The Minister of State Apparatus Empowerment and Bureaucratic Reform stated that each state civil apparatus (ASN) must follow the rules and regulations set by the Government, including Joint Decree (SKB) of 11 Ministers and institutions related to Handling Radicalism in ASN.
He explained if anyone who wants to become an ASN must follow the existing rules. It will also continue to target the Ministerial Decree 11 SKB in tackling radicalism for the ASN. So that in carrying out their duties, the ASN is able to provide optimal services to the community.

Previously it was known, in the 11 ministerial decree, all ASNs were banned, including expressing opinions containing hate speech against Pancasila, the 1945 Constitution, Unity in Diversity, NKRI and the Government. It is forbidden to convey utterances of hatred towards ethnicity, religion, race and intergroup; including disseminating opinions containing hate speech, and responding to uploads containing hate speech or hoaxes through social media.

This Ministerial Decree 11 is signed by 11 government agencies. Which covers; Ministry of Religion, Ministry of Home Affairs, Ministry of Communication, Law and Human Rights, Ministry of PANRB, Ministry of Education and Culture, BIN, BNPT, BPIP, as well as the State Personnel Agency and the State Civil Apparatus Commission.

Commissioner of the State Civil Apparatus Commission (KASN) Arie Budhiman also said that he was part of the 11 Ministerial Joint Decree which was the result of joint thoughts. He considered if KASN was an inseparable part of the complaints that came in. This aims not to harm independence, but as a fruit of shared thought. He believes, the figures who play a role will contribute constructive suggestions.

According to him, there were four perspectives from the birth of the 11 Ministerial Decree. One is about the ASN platform, which is the basic principle of ASN. This is regulated in accordance with the law regarding basic values, codes of ethics, and with regard to behavior. This point also includes a firm hold on the ideology of Pancasila, so ASN is required to have a high commitment to uphold this code of ethics.
The second point is the perspective of both preventive and preventive perspectives. The background to prevention must not be something that gives rise to an overreaction, but rather as a form of concern. In this case he explained that every day this ASN was attacked by a wave of radicalism which was getting stronger. Everything can be in the form of messages that number in the hundreds of thousands, so they must be prevented immediately.

Third, KASN tries to protect around 4.2 million ASN throughout the archipelago. With such a large scale range, it is needed supporting instruments to equip ASN protection from increasingly crazy ideology of radicalism.
And fourthly, KASN acts as a guardian of government neutrality in dealing with problems related to ASN. He added ASN not only had to be professional but also with integrity.

The ASN protection with the 11 Ministerial Decree is intended to reduce the number of radicalism exposure which is getting stronger amid the development of digital technology. The bases of the spread of radical understanding are indeed mostly taking the technology sector which is suspected to have broader and greater scope.
The perpetrators of radicalism freely and freely spread various deviant notions through broadcast messages, telegrams, or other social media. Aside from being accessible to every user, this social media privacy setting also allows actors to be difficult to trace.

So the Government anticipates this by implementing the Ministerial Decree 11. So that citizens can be covered from exposure to radicalism. Although it seems to be in the way, regulations are made to protect its citizens. There’s no way the government wants to plunge its people? After all, all these decisions are all aimed at the people of Indonesia. If radicalism can be suppressed or eradicated, it is quite possible that safe, comfortable and conducive conditions will be found again. Let’s understand in depth the 11 Ministerial SKB regulations. Do not be mistaken for anything that is not clearly understood. Because it will affect people’s perception of the regulations in force.
