TAPERA Makes it Easier for Indonesians to Buy Homes in the Future
The government continues to strive to improve the welfare of the community through the Public Housing Savings (Tapera) program. With this program, people are expected to be able to improve their welfare and obtain financing to own their own home.
BP Tapera Commissioner, Heru Pudyo Nugroho, explained that all workers would contribute to paying Tapera savings, including those who already had houses. Later, some of the savings of people who already own a house will be used to help people who want to own a house. The term is like cross subsidy. This scheme is considered to be in accordance with the BP Tapera principle, namely mutual cooperation. The Tapera program allows eligible participants to open a savings account specifically designated for their housing needs. The government provides incentives and subsidies to encourage people to save diligently to achieve their goal of owning a home. This program is designed to make housing more affordable and accessible to those who need it most.
One of Tapera’s main benefits is helping individuals build financial protection for the future housing needs of the Indonesian people. By saving regularly, participants can accumulate a large amount of money over time, which can be used to purchase a home or improve an existing home. This not only increases financial stability but also empowers individuals to take control of their housing situation.
Additionally, by participating in the Tapera program, individuals can also access favorable interest rates and loan options when they are ready to purchase a home. This can significantly reduce the financial burden associated with homeownership and make it more feasible for low- to moderate-income families to achieve their housing dreams. The importance of saving through the Tapera program cannot be ignored. By setting aside a portion of their income for savings, workers can plan their finances better. By having sufficient savings through the Tapera program, they can avoid excessive debt burden when buying a house.
Based on Government Regulation (PP) Number 21 of 2024 Article 15, the amount of Tapera contributions or participant savings is set at 3% of salary or wages. The amount of savings paid by participants is IDR 2.5%. Meanwhile, employers are covered with 0.5% of their salary to be set aside for Tapera contributions. Tapera participants are all Indonesian citizens (WNI) and foreign nationals who have a visa with the intention of working in Indonesian territory for at least 6 months who have paid the deposit.
Referring to Article 5 paragraph 2 of PP Number 25 of 2020, it is explained that participants in Tapera funds are Candidates for Civil Servants (CPNS), State Civil Servants (ASN), Soldiers of the Indonesian National Army (TNI), Student Soldiers of the Indonesian National Army, members of the Republic of Indonesia’s National Police. Indonesia, state officials, workers/laborers of State/Regional-Owned Enterprises, workers/laborers of Village-Owned Enterprises, workers/laborers of Private-Owned Enterprises, workers who are not workers, but receive salaries and wages.
Minister of Public Works and Public Housing (PUPR), Basuki Hadimuljono, said that the workers’ salaries that were cut were not lost, but were diverted as savings to build houses. He confirmed that the Tapera program had actually been around for five years. However, the implementation was not implemented immediately, because it was aimed at building credibility first.
For independent workers, registration is done independently with BP Tapera, by attaching the required documents. After participants register with BP Tapera, BP Tapera will then process the registration and verify the prospective participant’s data. After the prospective participant’s data has been verified, BP Tapera will then issue a new participant identity number and a new membership account specifically for that participant. This number can be used as proof of membership, administrative records, savings and access to Tapera information.
Meanwhile, a Tapera account was created to reflect Tapera’s savings balance. After the participant receives a membership identity number, the participant will then make their first deposit payment to the Tapera account number recorded at the Custodian Bank. After the first payment is successfully made, the participant will receive a Tapera participation unit report and the participant will officially become a Tapera participant.
