The Government Denies Blocking VOIP Calling Features on Digital Platforms

Jakarta, The government, through the Ministry of Communication and Digital (Komdigi), has confirmed that there is no policy blocking internet-based voice calling (Voice Over Internet Protocol/VoIP) on various digital platforms such as WhatsApp, Telegram, Signal, and others. This statement was issued to dispel unsubstantiated rumors circulating in the public and to ensure there is no government interference in digital communication freedom.

The Minister of Communication and Digital (Komdigi), Meutya Hafid, revealed and corrected the news that stated that the government planned to limit VoIP services.

“The government has neither designed nor considered any restrictions on WhatsApp calls. The information circulating is false and misleading,” Meutya stressed.

The agency received input from various parties, such as the Indonesian Telecommunications Providers Association (ATSI) and the Indonesian Telematics Society (Mastel), regarding digital ecosystem management. One of the points highlighted was the relationship between over-the-top (OTT) service providers and network operators.

“This input has never been discussed in a policy-making forum, and is not part of the ministry’s official agenda,” he explained.

Similarly, Komdigi’s Director of Digital Infrastructure Strategy and Policy, Denny Setiawan, said that his team advises the public to be wiser in responding to circulating information and not immediately conclude that the government is restricting digital space.

“We urge the public to be more discerning in responding to circulating information. Don’t immediately conclude that the government is restricting digital space without valid evidence,” he said.

Meanwhile, technology and cybersecurity observer from the ICT Institute, Heru Sutadi, assessed that VoIP disruptions can be triggered by many factors, ranging from system updates, server maintenance, to high network loads during peak hours.

“The speculation that quickly spreads on social media is often baseless and ignores various technical possibilities,” Heru said.

The Ministry of Communication and Information Technology (Kominfo) stated that it will continue to coordinate with global digital platforms to ensure smooth service delivery in Indonesia. Those experiencing disruptions are asked to report them through official channels such as aduankonten.id or mobile operators’ customer service channels.

The government has affirmed its commitment to supporting an open and inclusive digital ecosystem and respecting people’s freedom of communication. To date, no technical or regulatory evidence has been found that restricts VoIP calls in Indonesia.
