The Government Optimizes Social Assistance Through Synergy Between DTSEN and JKP
Jakarta – The government continues to strengthen the national social protection system by integrating the National Socioeconomic Single Data (DTSEN) and the Job Loss Guarantee (JKP). This initiative addresses the challenges of accurate targeting of social assistance and addresses the dynamics of the national workforce. Through electronic data updates and adaptive protection mechanisms, the synergy between DTSEN and JKP is expected to deliver social policies that are not merely reactive but also transformative.
Social Affairs Minister Saifullah Yusuf emphasized that the use of DTSEN has brought significant improvements to the social assistance recipient verification process. He revealed that approximately 45 percent of recipients previously missed targets, prompting the government to strengthen data-based validation, which is updated quarterly.
“Social assistance is not only for those who fall into the permanent poverty category, but also for people experiencing economic turmoil, such as layoffs. As long as the individual is registered in the DTSEN (Disaster Data Center) and falls within the appropriate socioeconomic decile, social assistance will still be provided,” said the man familiarly known as Gus Ipul.
Similarly, Minister of Manpower Yassierli explained that the JKP (Job Assistance Program) is a crucial tool in addressing the recent surge in layoffs. This is because JKP not only provides workers with direct assistance but also provides them with the necessary skills to develop themselves in their next job.
“JKP not only provides cash benefits for workers who lose their jobs, but also includes skills training and access to job market information,” he said.
Yassierli added that the government is currently forming a Layoff Task Force to expedite its response to the labor market turmoil, some of whose duties are currently being carried out by the Ministry of Manpower.
“The existence of DTSEN is crucial to ensure that every employment program targets truly impacted groups,” he continued.
This data-driven policy has yielded several concrete achievements. One example is the removal of over seven million social assistance recipients who no longer met the requirements. The verification process was carried out through cross-institutional collaboration, including the Ministry of Social Affairs, the Statistics Indonesia (BPS), the Financial and Development Supervisory Agency (BPKP), and the Financial Transaction Reports and Analysis Center (PPATK).
This measure is considered effective in minimizing the risk of budget leakage and streamlining aid distribution. The government ensures that social assistance is only provided to vulnerable groups and the poor who are verified and active in the system.
This synergistic step demonstrates the government’s commitment to building a social security system that serves not merely as a temporary solution to crises but also as a foundation for community economic empowerment.
