The Ministry of State-Owned Enterprises’ Transformation Prepares Danantara for the Global Era

Jakarta – The Ministry of State-Owned Enterprises (BUMN) has officially transformed into the State-Owned Enterprise Regulatory Agency (BP BUMN) after the Indonesian House of Representatives (DPR RI) ratified the revised BUMN Law at the 6th Plenary Session of the 2025–2026 Session Period I at the Parliament Complex, Jakarta, Thursday (2/10/2025). This change marks a major step in strengthening BUMN governance while also preparing Danantara as a BUMN investment manager to be able to compete on the global stage.
Minister of Administrative and Bureaucratic Reform (Menpan RB) Rini Widiyantini conveyed President Prabowo Subianto’s approval of the revision of the State-Owned Enterprises Law in the meeting.
“The institutional transformation from the Ministry of State-Owned Enterprises to the State-Owned Enterprises Regulatory Agency, abbreviated as BP BUMN,” said Rini.
The State-Owned Enterprises Agency (BP BUMN) will act as a regulator, while the full management of state-owned enterprises will be handled by the Daya Anagata Nusantara Investment Management Agency (Danantara). This new institution will be led by a ministerial-level head. With this change, the government hopes that SOE management will be more professional and focused on addressing global challenges.
The Chairman of the Working Committee (Panja) for the BUMN Bill, who is also the head of Commission VI of the Indonesian House of Representatives, Andre Rosiade, revealed that the fundamental difference in this transformation lies in the supervisory function.
“So first, the supervisory function that previously lay with the Ministry of State-Owned Enterprises is now directly with the Danantara Supervisory Board (Dewas), that’s all. The rest of the General Meeting of Shareholders (GMS) is the same,” he said.
Andre emphasized that even though the supervisory function has been transferred to the Danantara Supervisory Board, BP BUMN still holds 1% of the shares in state-owned companies and has the authority to approve the BPI Danantara Government Work Plan (RKP).
Andre also stated that the position of Head of BP BUMN will fall under the President’s authority. As a reminder, President Prabowo previously appointed Dony Oskaria, Danantara’s COO and Deputy Minister of BUMN, as Acting Minister of BUMN.
“So, employees of the Ministry of State-Owned Enterprises automatically become employees of BP BUMN. So, nothing changes, except that its status has shifted from a ministry to a regulatory body, and this institution remains at the ministerial level,” he added.
Intensive discussions on the revised law took place from September 23–26, 2025, through a series of Public Hearings (RDPU) with experts and academics. This transformation is expected to lay the foundation for Danantara to strengthen its competitiveness, expand strategic investments, and navigate global economic dynamics with greater agility and professionalism.
