Transformation of State-Owned Enterprises Towards Open and Quality Services for the People

A major transformation is being carried out by State-Owned Enterprises (BUMN) as an effort to encourage more transparent performance and be oriented towards the best service to the community. This step is in line with the new direction set by the government to make BUMN the main pillar in national development with integrity and professionalism. The community is now beginning to see changes that not only affect the internal structure of state-owned companies, but are also felt through direct improvements in service quality.

Full support is given to government policies that encourage efficiency, accountability, and openness of information within BUMN. Through various improvement measures, the reporting and performance evaluation system has been tightened to ensure that every decision taken can be accounted for. The digitalization system and data openness have also begun to be widely implemented to reduce the potential for deviation and increase public trust.

Chairman of the OJK Board of Commissioners, Mahendra Siregar, said the importance of implementing good governance in dividend distribution by Financial Services Institutions (LJK) should be appreciated as a consistent attitude of the supervisory institution towards the principles of openness and accountability. This statement emerged in order to clarify the government’s policy regarding the optimization of BUMN dividends through the Daya Anagata Nusantara Investment Management Agency (BPI Danantara), which is currently part of the national strategic investment architecture.

In this context, the affirmation that good governance and transparency must be part of every step of dividend distribution is an important reminder to all parties that the interests of stakeholders, including the public as indirect owners of BUMN, must not be set aside. The placement of BUMN dividends to BPI Danantara is certainly a strategic policy aimed at strengthening long-term financing for national development. However, the process and objectives must still be communicated openly, so that public trust in state institutions is maintained.

Services that were previously considered slow and inefficient have now begun to experience significant changes. Various state-owned companies have begun to be directed to focus more on customer needs and compete healthily in the market. Innovation and utilization of technology have been facilitated by the government to ensure that the services received by the public are fast, accurate, and easily accessible.

This change is certainly not only made for the internal interests of the company, but also as a social responsibility to all Indonesian people. With the formation of a clean and professional BUMN ecosystem, it is hoped that the managed public funds can provide optimal results and be used for programs that directly touch the needs of the wider community, such as the provision of infrastructure, transportation services, energy, and welfare programs.

Minister of Health Budi Gunadi Sadikin inaugurated the groundbreaking of the Riau Vertical UPT Hospital and emphasized that service quality is the core of the development of health facilities, not just physical buildings or medical devices. When service becomes the main benchmark for a hospital’s success, then the construction of the Riau Vertical UPT Hospital in Riau is not just a construction project, but also a major investment in humanity and the future of the nation’s health.

The presence of PT PP (Persero) Tbk in the construction of this hospital strengthens the strategic role of BUMN as an active partner of the government in realizing national priority agendas. As a state-owned construction and investment company, PT PP not only carries out its business responsibilities, but also takes part in solving fundamental problems of society—in this case the gap in health services.

This strategic step also strengthens the role of BUMN as a national development agent that not only pursues profit, but is also required to provide real contributions to the progress of the nation. Therefore, the recruitment process, job promotion, to procurement of goods and services have been directed to be carried out openly and based on merit, not on personal or political relationships.

Public trust in SOEs is now being gradually restored. The performance of a number of SOEs that have shown improvement has become evidence that this reform step is on the right track. Supervision from various parties, including independent auditors and the public, has also been accommodated in a new, more open framework.

TASPEN Corporate Secretary Henra’s statement on the guarantee of easy access for all pension participants, both in big cities and remote villages, illustrates the spirit of inclusivity that deserves to be appreciated. Through cooperation with 44 payment partners, TASPEN has shown that public services, especially in terms of state apparatus welfare, should not recognize geographical boundaries or physical limitations.

So far, challenges in the distribution of pension benefits are often found in remote areas or in elderly groups who have limited mobility. TASPEN’s efforts to answer this challenge by expanding the network of payment partners are concrete steps that support the principle of social justice as mandated by the constitution. No retiree should be left behind just because they live far from a service center or have limited activities.

Full support from the community is needed so that the new direction of BUMN can continue to be maintained and strengthened. The government has provided a clear foundation and policies to ensure that this change is sustainable. Therefore, the role of all parties including service users, BUMN workers, and civil communities needs to be mobilized so that this transformation does not stop in the middle of the road.

With this new direction, BUMN will continue to be developed into an institution that serves the people optimally, is transparent in every step, and makes a real contribution to the progress of the national economy.
