The complicated and overlapping impression of licensing in Indonesia will soon be a distant memory. The community also supports the simplification of the Omnibus Law regulation scheme because it can accelerate licensing and increase investment.
Omnibus law is a law (Law) created to resolve major issues by revoking or amending several laws at once, so that it becomes simpler.
The government is developing an Omnibus Law that aims to encourage national economic growth. There are 3 things that are targeted by the government, namely the taxation law, employment creation and the empowerment of MSMEs. It has been identified (tentatively) that approximately 79 laws and approximately 1,229 articles have been affected by the Employment Copyright Omnibus Law. This figure may still change, depending on the results of discussions with relevant ministries and agencies.
In its development, President Joko Widodo (Jokowi) has set a deadline for drafting the Omnibus Law so that it can be completed by the third week of January 2020.
The target of the Omnibus law that must be completed soon involves 2 forms of draft law (RUU), namely the Omnibus Law for employment and the Omnibus Law for Taxation.
The people in Indonesia also voiced their support by supporting Omnibus Law. The hashtag #kitasambutomnibuslaw on January 13, 2020 yesterday, had become one of the trending topics. With the Omnibus Law, it is hoped that efficiency in the process of change and revocation of legislation will be realized. President Joko Widodo also gave instructions to the Attorney General, the National Police and BIN to see the impact of the Omnibus Law Bill. That is because, the enhancement of the Omnibus Law Bill must be carried out together with all stakeholders.
The former Governor of DKI Jakarta also requested that his staff prepare regulations derived from the Omnibus Law. Namely, in the form of draft government regulations, revised PP or draft presidential regulation. After the Omnibus Law bill is approved by the DPR, the President will ask that his staff immediately accelerate the execution process on the ground. Jokowi also reminded that the draft Omnibus Law bill be made public before being discussed in the DPR.
The Center for Legal and Policy Studies notes that, during the administration of President Jokowi until November 2019, there were 10,180 regulations in various forms. Omnibus law is expected to become a universal broom law that can overcome everything. Menkumham Yasonna H. Laoly is targeting the two Draft Omnibus Laws to be discussed by the DPR in January 2020. The two Omnibus Laws are the Employment Copyright Law and the Taxation Law.
Omnibus Law created employment opportunities designed to create maximum employment opportunities, protection of Micro, Small and Medium Enterprises (MSMEs), encourage the growth of MSMEs, encourage investment growth, and encourage exports. Of course we agree that improving the investment climate is needed to attract foreign investment. By making a number of revisions to the law that if it impedes investment and prolong the bureaucracy.
Meanwhile, Chairperson of the DPR RI Legislative Body Supratman Andi Angtas revealed the factions in the DPR were ready to discuss the submission of the Omnibus Law. He said the government must have a list of bills in the omnibus law so that it can be decided to enter the National Legislation Program. According to Supratman, Prolegnas Ratification will be conducted before the end of the trial period or before the recess period.
In the Omnibus Law Draft relating to Employment Creation, a special scheme is also being prepared which will allow further wages for workers who are laid off. This, of course, provides the benefits for laborers with regard to welfare guarantees, if industries that employ workers close their businesses or lay off.

The regulation takes the form of a law designed to target a major issue and may revoke or amend a number of laws. This law is predicted to streamline regulations and simplify government regulations.
Omnibus law certainly deserves to be supported because it is a breakthrough or innovation. The concept of the Omnibus Law is not only being rumored to be a new breakthrough for increased development, but it can also overcome a variety of regulatory and bureaucratic problems in the country.
