Simplification of Bureaucracy for the Effectiveness of Government

Simplified Bureaucracy aims to improve government effectiveness and accelerate decision making. The Ministry of Administrative Reform and Bureaucracy Reform (Kemenpan-RB) said that it would accelerate the simplification of positions in the bureaucracy. Tjahjo Kumolo as Menpan-RB said, this year the transfer of positions from structural to functional is targeted to be completed. So that a more dynamic and professional bureaucracy will be formed to increase effectiveness and efficiency in supporting public services.
Tjahjo Kumolo explained, the acceleration of this bureaucratic simplification will go through 5 stages. First Identify administrative positions in the work unit. Second, the appointment of positions and administrative officials affected by bureaucratic simplification. Then third, the mapping of functional positions that can be occupied by officials affected by bureaucratic simplification.
The next step is the alignment of functional position allowances with administrative position allowances, and the fifth stage is the alignment of administrative position classes to functional positions. Furthermore, agency leaders must carry out socialization efforts and provide understanding to all employees in their respective institutions relating to the simplification of bureaucratic policies to create good synergy.
The President of the Republic of Indonesia, Joko Widodo, assessed that simplification of bureaucracy must be carried out on a large scale in order to create jobs. However, Jokowi said that the reshuffle depends on the omnibus law prepared by the government. Where from the omni bus law, the government has revised as many as 74 laws, including those related to trimming the state civil apparatus (ASN) echelon system.
The Ministry of Home Affairs (Kemendagri) encourages simplification of the bureaucracy within the local government (Pemda). This is as one of the national development priority programs announced in the administration of President Joko Widodo in the 2019-2024 period. The Ministry of Home Affairs through Akmal Malik as the Director General of Regional Autonomy of the Ministry of Home Affairs said, as the regional government supervisor, the Ministry of Home Affairs also encouraged the local government to succeed in the Five Development Vision of Jokowi Unan, one of which is related to the simplification of the bureaucracy through streamlining the structure and work of functional positions within the Regional Government.
The simplification of the bureaucracy was carried out by showing aspects of the organization, management aspects, and management aspects of ASN. Not only that, the Mapping of Regional Government Affairs also showed 32 Concrete Affairs and the Assignment of some absolute affairs as the basis for structuring regional apparatus and simplifying the bureaucracy. The Provincial and Regency / City Governments are also asked to immediately carry out Exercise Identification / Mapping of Structural Position Transformation to Specific Functional Positions, and Alignment of Budget Needs related to income in affected positions by the policy of Simplification of Bureaucracy.
Meanwhile, the Ministry of Finance has begun the efficiency of the bureaucracy by simplifying echelonization III and million IV, where the streamlining starts with the Fiscal Policy Office (BKF). Minister of Finance Sri Mulyani has transferred 112 echelon III AND IV officials in the ranks of his ministry to functional positions. Later, after echelon III and IV are cut down, administrative tasks by echelon III and IV will be replaced by artificial intelligence or artificial intelligence .
However, not all echelon III and IV will be transferred to functional positions. Where there are bureaucratic simplification criteria for structural positions which are excluded as stipulated in the Circular of the Minister of Administrative and Bureaucratic Reform (PAN-RB) number 393 in 2019. First, has the duties and functions as the head of a work unit with authority and responsibility in the use of the budget or users of goods or services. Second, the trimming of the bureaucracy is also excluded for echelons who have duties and functions related to authority or authority, legislation, ratification, document approval or territorial authority.
Third, except for specific criteria and conditions that are of special value based on the proposals of each ministry or agency to the Minister of PAN-RB as a consideration for the determination of the position required for his position as echelon III and IV structural officials. Akmal also revealed that the simplification of the Regional Government Bureaucracy shows and is directed towards national and regional stabilization and conducivity; Accelerating the achievement of national and regional development will be easier, cheaper, nimble and reliable, as well as building Public Trust and Good Governance.
Simplification of the Bureaucracy is certainly a form of government concern for Indonesia, so that the people will not be presented with complicated regulations.
