The attack on the police in Poso, Central Sulawesi on Wednesday (15/4) is a strong indication that radicalism and terror still pose a real threat to the nation . . For this reason, de-radicalization is considered very important in combating terrorism .

Tackling radicalism and terrorism with severe sanctions is not effective enough in combating terrorism crimes. Because what happened was the opposite, which led to ongoing radicalism that was ready to carry out its actions in a different mode so as not to be suspected by the police and state intelligence. The concept of deradicalization is a breakthrough in overcoming the crime of terrorism.

The implementation of this concept is an effort to build humanist awareness and the integrity of public thinking, especially for terrorists. However, in its realization it might be quite difficult because it is directly related to personal beliefs whose existence is to be realized in the form of a country’s policy.

Prevention of terrorism through the de-radicalization concept merupakah a proactive step and need careful consideration the diversity of Indonesian society would vulnerability to social conflict. The concept of deradicalization must be made “counter-ideology of terrorism” and institutionalized in everyday people’s lives to the lowest strata of society. The concept of deradicalization can be strengthened by the government’s commitment to eliminate social and economic injustice from the wider community.

National policy says that the BNPT (National Counterterrorism Agency) is a leading sector that has the authority to formulate and make policies and strategies and to be a coordinator in the field of combating terrorism.

To that end, BNPT has three policies in the area of ​​prevention of protection and deradicalization, the field of enforcement and capacity building and the field and field of international cooperation. In realizing the policies and strategies that have been formed, BNPT takes a holistic approach from top to bottom. Because overcoming the problem of terrorism is not only finished with law enforcement and enforcement, but the most important thing is to touch the subject matter with prevention efforts.

With the aim of prevention, BNPT uses two strategies. The first is counter-radicalization, namely efforts to instill Indonesian values ​​and non-violent values. In the process this strategy is carried out through both formal and non-formal education. This counter radicalization is directed at the general public through a process of collaboration with prominent figures. These figures include youth leaders, community leaders, religious leaders, traditional leaders, educational figures, and other stakeholders who help in providing national values.

In the second strategy, namely with the de-radicalization aimed at groups of sympathizers, supporters, militants and the core carried out both inside and outside the prison. The purpose of this de-radicalization is so that the core groups, supporters, militants, sympathizers and supporters leave the methods of violence and terror in fighting for their mission. As well as modifying their radical ideas which are ingrained into line with the spirit of moderate Islamic groups and in accordance with the national mission in strengthening the Republic of Indonesia.

Deradicalisation policies can be carried out through the making of guidelines so that they can become a guide for law enforcement officials in knowing terrorist movements before launching their actions. The guideline of this guideline focuses on prevention, law enforcement and international cooperation . Because radicalism is also widely circulated from abroad.

The rationale for prevention with the deradicalization approach departs from the assumption that terrorism originates from radicalism. Therefore, the fight against terrorism more effective by way of de-radicalization. The essence is to change the understanding and mindset that is considered wrong.
