Trubus Rahadiansyah: Ciptaker Perppu is Indispensable to Bring Indonesia Ready to Face Global Challenges

Jakarta – Trisakti University Public Policy Observer Trubus Rahadiansyah said Government Regulation in Lieu of Law (Perppu) No. 2 of 2022 concerning Job Creation is urgently needed to fill the legal vacuum.
According to Tubus, the existence of the Perppu can answer the challenges that will be faced by Indonesia in facing the global situation.

“Indonesia needs a large investment to build various needs according to the State Budget. The existence of Perppu Ciptaker is strategic to face global challenges and economic recession. This rule is urgently needed to fill the legal vacuum, because investors really need legal certainty,” said Trubus in his statement, today.

Apart from the threat of a global recession which is predicted to occur in 2023, Trisakti University Public Policy Observer Trubus Rahadiansyah assesses that this Perppu will make Indonesia ready to face the geopolitical situation as a result of the Russian invasion of Ukraine.

Issues related to employment have also been accommodated in the Perppu Ciptaker issued on December 30, 2022, explained Tubus.

“This Perppu has also accommodated all employment issues, such as issues of wages, leave, workers’ rights, and others,” said Trubus.

According to him, the Perppu Ciptaker still contains weaknesses, especially related to the length of service for contract workers or PKWT. In these regulations, it is not clearly stated how long the work contract will end.

“But that’s just how it is. Regarding wages, leave, other matters have been arranged. So it is sufficient to accommodate the articles governing employment issues contained in Law no. 13 of 2003 concerning Manpower,” he said.

Regarding the objections to the Perppu Ciptaker from a number of labor and employment associations, Trubus considers this to be reasonable. Because every time a new policy or rule emerges, dynamics will emerge.

“If someone disagrees, that’s only natural. Every new regulation has its pros and cons. This is called democracy, there are those who agree and disagree,” said Trubus.
