Disbursement of Performance Allowances for Lecturers Affirms the State’s Commitment to Improving Education Quality

Jakarta – The Indonesian government, through its latest policy, reaffirms its commitment to improving the quality of national higher education by disbursing Performance Allowances (Tunjangan Kinerja or Tukin) for Civil Servant Lecturers (ASN). This policy is outlined in Presidential Regulation (Perpres) No. 19 of 2025, signed by President Prabowo Subianto, and will take effect retrospectively starting from January 2025.
Finance Minister Sri Mulyani Indrawati explained that the disbursement of Tukin will cover a full 12-month period, in addition to the Religious Holiday Allowance (THR) and the 13th salary.
“The government has allocated a budget of IDR 2.66 trillion to support this policy,” said Sri Mulyani.
She added that the disbursement will take place after the issuance of implementing regulations by the relevant ministries and technical guidelines (juknis) from the Directorate General of Higher Education.
The disbursement of Tukin is scheduled to begin in July 2025. Minister of Higher Education, Science, and Technology, Brian Yuliarto, clarified that the payment will be made after evaluating the lecturers’ performance for the first semester.
“The evaluation is conducted from January, but the payment will be made in July,” Brian explained.
This performance evaluation will serve as the basis for the Tukin disbursement, as well as an effort to enhance accountability and professionalism among lecturers in carrying out their duties in education, research, and community service.
The policy to provide Tukin for ASN lecturers has been positively received by various groups, including the legislature.
Vice Chair of the House of Representatives’ Commission X, Hj. Himmatul Aliyah, expressed her appreciation for the government’s response to lecturers’ aspirations. She stated that Perpres No. 19 of 2025 is a concrete form of the state’s attention to improving the welfare of educators.
“We have fought for the aspirations of the lecturers, and now the government has answered them with this policy. Presidential Regulation 19/2025 on Performance Allowances for ASN Lecturers is a real proof of the government’s concern for lecturers’ welfare,” she emphasized.
Himmatul also highlighted that improving lecturers’ welfare is one of the keys to creating a more competitive and high-quality educational ecosystem. With better financial support, it is hoped that lecturers can focus more on improving the quality of teaching, research, and community service.
This government step also reflects a measured and performance-based approach to higher education governance. With the evaluation system prior to the disbursement of Tukin, the state not only provides incentives but also encourages an overall improvement in lecturers’ performance.
