63

Papua, as an integral part of the Unitary State of the Republic of Indonesia, has witnessed complex dynamics involving armed groups seeking to secede. These groups, with various violent tactics, have threatened security and order on Earth of Cenderawasih. For this reason, firm action and the eradication of the Papuan Separatist Terrorist Group (KST) must be carried out immediately, in order to bring about peace in the Land of Papua.

Until now, the existence of KST has become a source of conflict in society. It is known that KST was involved in the attack on TNI personnel from the MR 411/Pandawa Yonif Task Force who were active in helping and protecting the community. The incident took place on Saturday (25/11) in Nduga Regency, Papua Mountains. According to Kostrad Commander Lt. Gen. Maruli Simanjuntak, four TNI personnel died as a result of gunfire.

Previously, a firefight between security forces and KST Papua occurred in Titigi District, Intan Jaya Regency, Central Papua, on Wednesday (22/11/2023). In this incident, one police member from the Brimob Corps, namely Bharada Bonifasius Jawa, was killed by gunfire. Head of the Public Relations Division of the Papua Police, Senior Commissioner Ignatius Benny Ady Prabowo, said that in that incident, apart from Bharada Boniface Jawa, one other victim, namely Bharatu Rani Yohanes, was shot and is still undergoing treatment at Mimika Regional Hospital.

OPM stated that it was responsible for the death of Bharada Boniface Jawa. In fact, TPN OPM spokesperson, Sebby Sambom, stated that the attack was led by Aibon Kogoya. Responding to the shooting incident, until now the security forces in Intan Jaya are still pursuing KST Papua.

The Indonesian government has responded to this challenge with a series of steps and policies to address the atrocities of armed groups in Papua. Efforts to handle KST Papua include increasing security and the presence of officers in conflict areas as a top priority. This was done because the Government continues to be committed to protecting civilians and ensuring the security of the Papuan people.

Apart from that, the government is also trying to open dialogue with armed groups. These diplomatic efforts are directed at understanding the root of the problem and finding long-term solutions that can overcome dissatisfaction among the Papuan people. This approach reflects the government’s desire to develop Papua through dialogue and cooperation, not confrontation.

As stated by the TNI Commander, TNI General Agus Subiyanto after being appointed TNI Commander by President Joko Widodo. Agus said the TNI would use a  smart power approach  consisting of  soft power  by prioritizing intelligence and territory. The aim is to help accelerate development in the Papua region, such as building road infrastructure, bridges, health centers and other public facilities.

TNI Commander, TNI General Agus Subiyanto said that Papua has its own characteristics, the region has local wisdom and traditions. For this reason, in efforts to handle the conflict in Papua, the parties involved must be able to understand local conditions and wisdom, as well as the traditions of the local community. The TNI Commander also said that the TNI would prioritize military-diplomatic politics between regions in Papuan waters to strengthen good relations with neighboring countries in the Papua region.

Meanwhile,  hard power  tactics are also used in Papua in an effort to confront armed criminal groups. His party will use hard power  tactics  if KST Papua commits violence with weapons. Because KST Papua are combatants, the TNI, which is a trained troop, is ready to face and fight this group with weapons. However, the TNI will continue to prioritize  soft power  in dealing with KST Papua.

It is important to remember that resolving the conflict in Papua is not only about security and order, but also about increasing the welfare and empowerment of the Papuan people. Investments in infrastructure development, education and health in the region will help reduce social and economic disparities that have been one of the root causes of tensions.

Therefore, in responding to Papuan security and diplomacy, the government is also seeking economic and social development in Papua. Investments in infrastructure, education and health are expected to provide real benefits to the Papuan people, so that they feel full involvement in national development.

The atrocities of armed groups in Papua are a serious challenge that must be addressed wisely and sustainably. The Indonesian government has demonstrated a commitment to protecting the security and interests of the Papuan people while seeking long-term solutions through dialogue and economic development. In overcoming the conflict in Papua, it is important for all parties to contribute positively to achieving peace and prosperity for all Papuan people.

Handling conflict in Papua requires a holistic approach. The government, security forces, traditional leaders and the Papuan people need to work together to create a just and sustainable solution. Only in this way can Papua become a stable and peaceful region, where every citizen can enjoy their rights fairly and equally.
