Regional Head Retreat Increases Government Effectiveness and Efficiency
Jakarta – Regional heads have an important role in driving bureaucratic reform at the provincial, district, and city levels to improve government effectiveness.
Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Rini Widyantini emphasized the importance of collaboration and synergy between regional heads in realizing a better bureaucracy.
“The main goal of bureaucratic reform is regional progress and public welfare. Regional heads must collaborate to ensure a bureaucracy that is more effective, efficient, and oriented towards quality public services,” said Rini.
Rini emphasized that bureaucratic reform is not just administration, but a transformation of the government system as a whole. President Prabowo Subianto also reminded that the bureaucracy must be responsive to the needs of the people.
The Ministry of PANRB is currently preparing the Grand Design of National Bureaucratic Reform (GDRBN) until 2045, with the initial stage of 2025-2029 focusing on government digitalization.
Regional heads are expected to prepare Regional Long-Term Development Plans (RPJPD) that are in line with national policies.
“We encourage regional heads to ensure that programs in the regions are in line with central policies,” added Rini.
Deputy Minister of Home Affairs (Wamendagri), Bima Arya Sugiarto, emphasized that the regional head retreat aims to improve leadership capacity to be more effective in carrying out their duties.
“We want to ensure that regional heads understand their roles and can implement policies optimally,” he explained.
This retreat provides material from competent speakers, including an understanding of the duties of regional heads, the concept of Asta Cita, and coordination between agencies.
“Building chemistry and cooperation is very important for better synergy,” added Bima Arya.
Minister of Home Affairs (Mendagri), Muhammad Tito Karnavian, emphasized the importance of discipline in regional leadership.
He gave an example of the culture of discipline at the Military Academy, such as punctuality and cleanliness, which can be applied in government.
“We can learn from Akmil, not in the context of militarism, but in discipline. If an event is scheduled for 09.00, then it must start on time,” said Tito.
The Minister of Home Affairs also highlighted the importance of coordination between regional heads which is still lacking in several regions. “Good coordination is very important so that regional policies are in line with national programs,” he said.
This retreat is expected to strengthen synergy between regional heads and increase government effectiveness in providing better public services and more advanced regional development.
