Supporting the Strengthening of BPIP through Law

Strengthening the Pancasila Ideology Advisory Board (BPIP) is something that is very much needed. This strengthening can use regulations in the form of laws so that the implementation of Pancasila is more effective.
Obsatar Sinaga as the Chancellor of Widyatama University in Bandung said that if an institution is established under a Presidential regulation, you can imagine the strength of the institution. If it is formed by law, the institution will certainly be stronger and better .
He also considered that the government’s proposal to replace the Pancasila Ideology Policy Bill (HIP) with the BPIP Bill. It is a good and appropriate suggestion because it can remove controversial articles in the Draft Law on HIP.
Obsatar saw that strengthening the BPIP by compiling a Legal Umbrella in the form of a Law was carried out to organize the operation of planting the Pancasila ideology to run better. Especially with the condition of the post-reform nation which does not really care about state ideological matters.
He said that the condition of Indonesia’s post-reform state was quite apprehensive. Many young people do not know the meaning of Pancasila. Of course, making Pancasila the basic ideology of the state is the main thing.
On a different occasion, Director of the Center for Pancasi la and Constitutional Studies ( Puskapsi ), University of Jember, Bayu Dwi Anggono considered it very important to provide a stronger legal umbrella for BPIP as an institution in charge of carrying out the guidance and strengthening of Pancasila as the state ideology. Because, so far, regulations regarding the fostering of the Pancasila Hana ideology are regulated in Presidential Regulation (Perpres) Number 7 of 2018 concerning BPIP.
Dwi only hopes that in the future BPIP will have a legal umbrella in the form of a law so that there will be no attempt to provide a negative interpretation of the values of Pancasila which has been agreed upon by the nation’s founders. This is because Pancasila is final and is the result of the agreement of the nation’s founding fathers .
Of course, don’t let what happened during the New Order be repeated and make the development of the Pancasila ideology a political tool of power.
We need to know that Pancasila is one of the peaks of the thought formulation of the nation’s founders. Unfortunately. We are often oversized in implementation.
The values of Pancasila must become a practice of life, therefore BPIP has a vital role in compiling and formulating the elaboration of Pancasila values that can be applied in the life of the nation and state.
In mid-July, Mahfud MD handed over the BPI P draft bill to the Chairman of the DPR, Puan Maharani at the Parliament Complex, Senayan, Jakarta.
Before the handover was carried out, the DPR leaders had first met privately with the ministers representing President Joko Widodo.
On this occasion, Puan said that the draft of the BPIP Bill which was submitted by the government contained a different substance from the HIP Bill.
The draft BPIP Bill proposed by the government to the DPR consists of 7 chapters and 17 articles, while the HIP Bill has 10 chapters and 60 articles. The substance of BPIP only contains provisions on the duties, functions, authorities and institutional structure of BPIP. Meanwhile, controversial articles such as the interpretation of philosophy and the history of Pancasila have been removed.
On a different occasion, Chairman of the Advisory Board of the Indonesian Center for Political and Security Affairs , Firman Jaya Daeli, stated that institutional strengthening under the legal umbrella of the Law against BPIP is a good breakthrough.
He also said that the existence and application of Pancas ila as the philosophy and ideology of the state in the life of the nation and state began to experience degradation.
In addition, UNS Chancellor Jamal Wiwoho assessed that BPIP was the answer to the banal value of Pancasila in society after reform.
Especially in the era of globalization with increasingly advanced technology, not all people, especially young people, can fully interpret Pancasila in everyday life.
BPIP certainly plays a role in providing understanding to the community about the need for the implementation of Pancasila values in the life of the nation and state.
Jamal also argues that BPIP, which was born through presidential regulation (Perpres) Number 7 of 2018, should be regulated in law. This is a response to the rate of change in the world, especially social change in Indonesia which is so fast.
Institutions such as BPIP must of course be strengthened by law considering their very important role for the existence of Pancasila. So that Pancasila is not only displayed on framed posters , but also engraved into behaviors that reflect Indonesian society.
