Appreciating President Jokowi for Disbanding 10 Non-Structural Institutions

At the end of November 2020, President Jokowi dissolved 10 non-structural institutions. The public should not be surprised, because the reason for the dissolution is for the sake of efficiency. Apart from that, the ten institutions no longer needed their functions. So it’s better to just disband it.

President Jokowi is known as a figure who is very efficient in managing the state bureaucracy. If there are regulations that were previously complicated, a middle way will be sought, so that it becomes easy and fast. In addition, he has also dissolved non-ministerial institutions to make the bureaucracy more efficient.

At the end of 2020, President Jokowi will disband 10 more institutions. The following are the names: the Food Security Council, the National Research Council, the Surabaya-Madura Regional Development Agency, the Indonesian Hajj Supervisory Commission, the National Sports Accreditation and Standardization Agency, and the National Economy and Industry Committee.

In addition, other institutions that were disbanded were: Telecommunication Advisory Agency, National Economic and Industry Commission, Telecommunication Advisory Agency, National Commission for Aging, Indonesian Professional Sports Agency, and Indonesian Telecommunication and Regulatory Agency.

The main expert of the Presidential Staff Office Donny Gahral stated that the dissolution of these 10 institutions because their functions could be handled by the existing technical ministries, also simplified the bureaucracy that was too fat. So there is no dual function in agencies and ministries, it is better that non-structural institutions be dissolved.

Donny continued, these ten institutions were dissolved not because of their lower performance, but because of cost efficiency. It is better if the money is diverted to the national economic program. In the sense that the president is more concerned with the future of his people. The money that goes into the national economic program will be able to help more people.

If there are too many non-structural institutions, there are costs to maintain the building, operational costs, and others. Meanwhile, we are still in a pandemic period, so we must make efficiency in all fields. When 10 institutions are dissolved, the government can save costs of up to 227 billion. What a fantastic savings.

The community also supported the dissolution of the 10 institutions because some were no longer functioning, because the program had been completed. So there is no more assignment. Instead of employees having no files to work on, it is better for the institution to be dissolved. They also become more productive.

Employees at the 10 non-structural institutions also do not need to be afraid of their future. Because they were not sent home, but transferred to another institution. For example, employees at the National Research Council are transferred to the Ministry of Research and Technology. Meanwhile, employees at the Food Security Council are transferred to the Ministry of Agriculture.

So far, the problem in Indonesia is that the bureaucracy is too complicated. So it’s troublesome when it comes to taking care of permits. The community supports the dissolution of 10 institutions because later the bureaucracy will be shortened. So that their affairs with related departments will be facilitated, because the flow is shorter.

The public is also happy because the president has the courage to dissolve an institution that is no longer productive. For example, the Surabaya-Madura Regional Development Agency. Both regions are very modern and developing rapidly. So that there is no need for an oversight institution to develop it.

The dissolution of this institution does not mean the president’s actions are inconsequential, because it is the result of a thorough evaluation. So far, the Ministry of Administrative Reform and the bureaucracy has carried out an evaluation, and it turns out that there is a lack of efficiency if there are too many non-structural institutions.

The President’s move to dissolve 10 non-structural institutions is commendable because there will be efficiency in the government. Besides saving expenses, it will also cut bureaucracy. So that it will not confuse the public with too many rules and institutions.
