During this pandemic, the government has attempted to carry out a number of policies to save the national economy and public health, one of which is based on Presidential Regulation (PERPRES) No mor 82/2020 concerning the Committee for Handling Covid-19 and National Economic Recovery (PEN) . However, interest groups and individuals try to legitimize government policies in order to achieve the interests of oligarchy and tyranny.

The impact of the Corona Virus Disease 2019 (Covid-19) pandemic has not only had an impact on human health, but has also had an impact on the worsening of the financial system as indicated by the decline in various domestic and international economic activities. Therefore, the government has taken various policy strategies and alternatives as extraordinary anticipatory steps in the framework of saving the national economy and also financial system stability through various relaxation policies related to the implementation of the State Revenue and Expenditure Budget (APBN) in particular by carrying out the implementation of the State Budget (APBN). increased spending on health and economic recovery.  

With the decline in national economic growth that has the potential for an economic crisis in the future, the Indonesian government is trying to take several steps to save the national economy and also the health of the Indonesian people. To deal with some of these problems, the Indonesian government adopted a policy strategy such as “National Economic Recovery (PEN)”. The policy was taken based on Presidential Regulation (PERPRES) No. 82 of 2020 concerning the Committee for Handling Covid-19 and National Economic Recovery.

Actualization of the PEN policy by providing incentives to various sectors ranging from community households, Micro, Small and Medium Enterprises (MSMEs) . The government also asked local governments (Pemda) throughout Indonesia to collaborate and work collectively collegally in carrying out the PEN policy, in order to save the future economic crisis. Because it is the Regional Government who knows or understands the condition and situation of the Indonesian people better, because they are closer to the people in each region. On the other hand, the government’s PEN policy objective is to provide ease of doing business by providing business incentives, and support for MSMEs, to provide business certainty and create a better business and investment climate, so that job creation can be realized.

There are several policy strategies that are being prepared by the Indonesian government, especially from the committee for handling Covid-19 and National Economic Recovery, such as compiling a list of investment priorities and establishing an investment management institution.

Starting from 2020 to 2021, the effects are already starting to look like if seen from the performance of the stock market and the exchange rate of the Rupiah against the US Dollar is starting to run well and normally than before the COVID-19 hit the international community. The rupiah exchange rate against the US dollar in 2021 remains stagnant as seen from the Composite Stock Price Index in the range of 6,100 and the rupiah at 14,100, the most up to 14,200 US dollars.             

As explained by the coordinating minister Airlangga, “Indonesia has passed a rock bottom position, the lowest position of the economy in the second quarter. We are optimistic that the trend of improvement and economic recovery will continue in the coming years, ” because if it is seen from the supply and demand side of the supply side , Indonesia is currently still in an economic contraction, but there are still some sectors that are still surviving until now, such as the Education, Health, Information and Communication sectors as well as the Agriculture sector . This is also due to the support of improving domestic demand , which has triggered improvement in domestic production activity .  

However, the government’s intention to deal with national economic problems during this pandemic did not go smoothly as expected. There are interest groups or individuals who attempt to legitimize government policies in order to achieve oligarchic or tyrannical interests. These groups or individuals always criticize and accuse that the government’s efforts to deal with PEN are not right, without careful planning, without basis, not right on target and many more such accusations. In times of a pandemic like this, many groups or individuals “like” to criticize the government, the aim is only to find a stage to be famous and to seek popularity so that their opinions can be heard by many parties.

However, with collegial collective work carried out by the Central Government , Local Governments and the public who are aware and understand the policy strategy pursued by the government in order to save and anticipate an economic crisis in the future, groups and individuals who prioritize personal interests will not be able to influence the stigma of society. Indonesian .

On the other hand, it is also necessary to carry out massive socialization related to the government’s policy strategy in restoring this national economy through virtual and offline worlds , and also conduct more in-depth studies related to the policy at least in the socialization action it can rationalize the policy as rationally as possible so that it can be understood by people who are still unfamiliar with the policy.
