Government Allocates 2.6 T Funds for Lecturer Tukin

Jakarta – The Indonesian government has allocated funds of Rp2.6 trillion to support the increase in performance allowances (tukin) for lecturers in all state universities. This budget will be allocated to state universities based on mechanisms and criteria that have been set by the relevant ministries, including considering institutional performance and the number of active lecturers.

This allowance system will be based on transparent and accountable performance evaluation, so that the funds distributed are truly in line with efforts to improve the quality of higher education. The funds will be disbursed no later than July 2025.

“The disbursement of the allowance is waiting for the results of the ASN lecturer performance evaluation which is usually carried out in one semester. It is likely to be disbursed in July 2025,” said the Minister of Higher Education, Science and Technology (Mendiktisaintek), Brian Yuliarto

The disbursement of the allowance for ASN lecturers refers to Presidential Regulation (Perpres) No. 19/2025 concerning Performance Allowances within the Ministry of Education, Science and Technology, which was signed by President Prabowo Subianto on March 27, 2025.

Overall, there are 31,066 lecturers who are the target recipients of the allowance. They consist of 8,725 lecturers at state universities (PTN) work units, 16,540 lecturers at PTN based on public service agencies (BLU) who have not been remunerated, and 5,801 lecturers in the LLDikti environment.

“The amount of performance allowance that will be received later is equivalent to the tukin that applies to other lecturers, and is adjusted to the class of each position,” said Minister of Finance (Menkeu), Sri Mulyani.

It was stated that the performance allowance for the lecturers covers a total of 14 months of payment, including the Eid Al-Fitr Allowance (THR) and the 13th salary.

Meanwhile, Minister of PANRB, Rini Widyantini said that the tukin for lecturers is not just additional income, but a strategic instrument to encourage the bureaucracy to be more adaptive, productive, and results-oriented.

Not only that, the government is also committed to carrying out strict supervision of the use of these funds. Transparency and accountability are the main principles in the implementation of this program. Each recipient institution is required to prepare reports on the use of funds and performance achievements periodically.

The government hopes that all universities can make the best use of this fund allocation. Collaboration between the government, higher education institutions, and other stakeholders is needed to ensure that this program provides maximum benefits. With a shared commitment, this performance allowance is expected to be an instrument to encourage the birth of a superior, dedicated academic generation that makes a real contribution to the progress of the nation.
