Jakarta – The government has ensured that the Performance Allowance (Tukin) for State Civil Apparatus (ASN) lecturers will begin to be disbursed in mid-2025. This follows the issuance of Presidential Regulation (Perpres) Number 19 of 2025, which regulates the tukin scheme for lecturers who have not been included in the national remuneration system.
The Minister of Finance, Sri Mulyani Indrawati, said that the government has prepared a budget of IDR 2.66 trillion. “This fund covers 12 months of tukin, holiday allowances, and the 13th salary for ASN lecturers,” she explained.
This scheme covers three groups of ASN lecturers: lecturers from PTN work units (satker), PTN BLU lecturers who have not received remuneration, and lecturers from Dikti service institutions. “The total reaches 31,066 lecturers who will receive benefits,” added Sri Mulyani.
Minister of Higher Education, Science, and Technology, Brian Yuliarto explained that the technical process is being prepared to ensure that the disbursement can begin in July 2025.
“We are currently perfecting data synchronization and verification of lecturers’ workloads together with the Ministry of Administrative and Bureaucratic Reform and the Ministry of Finance,” he said.
He also emphasized that this tukin is not just a matter of nominal value, but respect for the integrity of the lecturer profession.
This Presidential Regulation is the real result of a series of public advocacy, open letters, and peaceful actions carried out by the academic community since 2024.
“This is a concrete step that marks the state’s recognition of the strategic role of lecturers in human resource development,” said Minister of Higher Education, Science, and Technology, Brian Yuliarto.
The government emphasized that higher education remains a priority in state spending. “We continue to maintain lecturers’ salaries, allowances, and scholarships as the main priority,” said Sri Mulyani.
More than that, the presence of tukin is also expected to encourage research productivity, international collaboration, and academic innovation. Prosperous lecturers will be better prepared to answer global challenges.
The government hopes that this momentum will also re-attract the interest of the younger generation to dedicate themselves as ASN lecturers. This profession must again become a proud ideal, not a last resort.
Presidential Regulation 19/2025 is not just an administrative regulation, but a historical marker. This is proof that the government’s commitment to an ethical, scientific, and constitutional struggle is not in vain.
The certainty of the provision of Tukin is expected to be able to have an impact on the performance of lecturers so that it has an impact on the progress of higher education and creates superior human resources, able to compete for the world of work in the future.
