National Education System Bill a New Milestone for National Education Transformation

Jakarta – The planned revision of the National Education System Law (RUU Sisdiknas) is projected to be an important milestone in the transformation of Indonesian education. The RUU Sisdiknas will be a strategic step in realizing a more integrated and inclusive education system.

Deputy Minister of Primary and Secondary Education (Wamendikdasmen) Atip Latipulhayat, stated that his party will codify a number of laws related to education into a more comprehensive legal umbrella. This codification will integrate the National Education System Law, the Higher Education Law, the Teachers and Lecturers Law, and the Islamic Boarding School Law.

“So far, the national education system has been divided into various regulations that are not coordinated as a whole. As if this law belongs to Dikdasmen alone, when in fact we need a complete national education system,” said Atip.

This step adopts the omnibus law approach, which was previously used in the drafting of the Job Creation Law and the Health Law. The National Education System Bill is now included in the 2025 Priority National Legislation Program (Prolegnas) and is expected to be able to unify the direction of national education policy.

Member of Commission X of the Indonesian House of Representatives, Sabam Sinaga, emphasized that the National Education System Bill will also include the Constitutional Court’s mandate on free education, including for private schools at the elementary and secondary levels.

“The Constitutional Court’s decision is final and binding, and we will accommodate it. We are optimistic that the budget allocation will be adjusted, considering that the education sector gets a 20 percent portion of the 2025 State Budget,” he said.

Similarly, another member of Commission X, Andi Muawiyah Ramly, emphasized the importance of improving the quality and equal access to education throughout Indonesia. His party also encouraged the expansion of compulsory education to 13 years and clarity of funding for private education.

“This bill must guarantee the quality of education, teacher welfare, and legal protection for educators. Education reform must be inclusive and sustainable,” Amure said.

Meanwhile, another member of Commission X, Andi Muawiyah Ramly, emphasized the importance of quality and equal access to education.

“The revision of this law is not merely administrative, but touches on substantive aspects such as teacher competence, legal protection, and recognition of local wisdom-based education,” he said.

The National Education System Bill is expected to be the foundation for inclusive, quality, sustainable education transformation for the progress of Indonesia and to answer the challenges of the times. The DPR together with the government are committed to overseeing this discussion for a better future of education.
