Indonesian Foreign Ministry call the Ambassador of Brazil to Indonesia on February 20, 2015, at 22:00 pm (Indonesia time) to provide strong protest against unfriendly act at once lodged the nota protest. The Indonesian government also had call the Ambassador of Indonesia for Brazil come back to Jakarta until new schedule submit credentials confirmed by the Government of Brazil, quoted from the Indonesian foreign ministry, Saturday, February 21, 2015.

Indonesian Foreign Ministry deeply regrets the actions of the Government of Brazil, who sudden postpone submission of credentials designate Ambassador Republic of Indonesia for Brazil, Toto Riyanto, after formally invited to submit credentials at a ceremony in the palace of the President of Brazil at 9:00 am (Brasillia time), Friday (02/20/2015).

“The manner in which the foreign minister of Brazil suddenly informed (us of) the postponement, when the ambassador designate was already at the palace, is unacceptable to Indonesia,” the Indonesian Foreign Ministry said, dilansir Routers

Brazilian President Dilma Rousseff told reporters in Brazil stated that what they do is slow down receive credentials, no more than that. “We think that what is important is changes in circumstances so that there is clarity about the relationship between Indonesia and Brazil,” Rousseff said as reported by the British news agency,BBC.

Professor of International Law, University of Indonesia, Hikmahanto Juwana, assess Brazil has breaking diplomatic etiquette. “Attitude of Brazil Government in diplomacy world is extremely improperly and had violated diplomatic manners,” Hikmahanto said, with a written statement said in Jakarta on Saturday as reported Antaranews.com.

“They (Brazil) have to think, is it equitable if damaging relations between two countries just because protecting their citizens who commit a serious crime in Indonesia. Actions of Brazil government is potentially intervene the rule of law in Indonesia, ” he explained.

Preamble of UN Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988, recognizes that drugs “pose a serious threat to the health and welfare of human beings and adversely affect the economic, cultural and political foundations of society”.

Furthermore , Article 24 of the Convention also gives authority to the state to impose strict penalties for drug offenders. ”Party may adopt more strict or severe measures than those provided by this Convention if, in its opinion, such measures are desirable or necessary for the prevention or suppression of illicit traffic”, (United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances,1988).

As reported by Tempo , on Saturday, February 21, 2015 , these events appear in the middle of Indonesia ‘s plan to carry out the death penalty in drug cases. Marco Archer Cardoso Moreira , Brazilian citizen , was sentenced to death on January 17, 2015 after a petition for clemency rejected by Indonesian President Joko Widodo.

The other Brazilian in list of death penalty, the Brazilian surfer Rodrigo Gularte, 37 years. He was caught smuggling 19 kilograms of cocaine into Indonesia. On several occasions examination by a team of doctors, Gularte choose to pretend schizophrenia.
