Beware of Provocation, Government Affirms Disbursement of Lecturer Allowances is Proceeding According to Mechanism

The government emphasized that the disbursement of performance allowances (tukin) for ASN lecturers will continue to be guided by the applicable mechanism. Administrative steps have been taken in stages to ensure that this policy runs according to regulations.
The public is advised not to be easily provoked by various information circulating without clear sources, especially regarding delays or uncertainty in the payment of these allowances.
As part of efforts to ensure the welfare of lecturers, the government has submitted a budget of IDR 2.5 trillion to the DPR. In addition, the harmonization of the Presidential Regulation (Perpres) regarding the payment of tukin has been completed and submitted to the Ministry of Empowerment of State Apparatus and Bureaucratic Reform (Kemenpan-RB). The Perpres is awaiting approval from President Prabowo Subianto before it can be officially implemented.
The Deputy Minister of Higher Education, Science, and Technology (Wamendiktisaintek), Stella Christie, emphasized that the process of disbursing tukin is not only the responsibility of one institution, but requires synergy between various parties.
Since the establishment of the Ministry of Education and Science, various efforts have been made so that this allowance can be disbursed immediately. However, each stage must still be based on clear legal principles so as not to cause administrative problems in the future.
In addition, the Director General of Higher Education (Dirjen Dikti), Prof. Khairul Munadi, highlighted that this policy is one of the government’s priorities in improving the welfare of lecturers and the quality of higher education.
The complexity of regulations in the disbursement of tukin must be fully understood by university leaders so that there is no misunderstanding among academics. The government has prepared three budget allocation schemes for tukin for 2025, namely the sufficient option of IDR 2.8 trillion, the moderate option of IDR 3.6 trillion, and the complete option of IDR 8.0 trillion.
To date, the Ministry of Finance has approved a budget of IDR 2.5 trillion allocated for 33,957 ASN lecturers at PTN Satker, PTN BLU who have not implemented remuneration, and ASN who work at LLDIKTI.
The bureaucratic process in the disbursement of tukin was also explained by Prof. Johannes Gunawan, as the Minister’s Expert Team. The proposal for the lecturer’s job class must be submitted by the Minister who handles higher education affairs to the Menpan RB.
After obtaining approval, the next stage is to submit the amount of tukin to the Minister of Finance. If approved, a Presidential Regulation will be drawn up which will be the legal basis for the disbursement of the allowance. After the Presidential Regulation is officially issued, the Minister responsible for higher education will issue a Ministerial Regulation to regulate the disbursement of ASN lecturer tukin technically.
The government ensures that the disbursement of this allowance remains on the right track. The decisions that have been taken show a real commitment to improving the welfare of lecturers.
Support from various parties is an important factor so that the implementation of this policy runs transparently and accountably. Cross-sector collaboration is needed to ensure that the disbursement of tukin is based on the contribution and performance of lecturers to higher education institutions.
Amidst various opinions developing in society, the government appeals to lecturers and academics not to be easily influenced by information that cannot be accounted for.
The process of disbursing tukin is not a decision that can be made instantly, but rather through various administrative stages that must be adhered to. Compliance with these regulations ensures that the payment of allowances runs systematically and does not cause legal obstacles in the future.
In a question and answer session held after the policy presentation, Prof. Johannes emphasized that the disbursement process for tukin for 2025 was on the right track and is expected to be realized soon.
The Ministry of Higher Education, Science, and Technology is also committed to continuing to ensure that the policy is implemented by continuing to follow applicable procedures.
Further socialization will be carried out so that lecturers fully understand the mechanism for disbursing this allowance, so that there are no misunderstandings that could hinder the implementation of the policy.
The government’s steps in allocating the tukin budget and preparing regulations that support its disbursement are proof of its seriousness in improving the welfare of educators.
Thus, all parties are expected to support the process without being led by provocations that could hinder the stability of the policy. Transparency and effective communication are key to ensuring that all academics understand the steps that have been taken by the government to realize lecturer allowances fairly and evenly. (*)
