Pay Attention to Lecturer Welfare, Government Prepares Effective Strategy to Pay Allowances
JAKARTA — The government continues to demonstrate its commitment to improving the welfare of lecturers by preparing an effective strategy for the payment of performance allowances (Tukin).
A budget of IDR 2.5 trillion has been approved and is just waiting for the finalization of regulations to be realized immediately.
The Secretary General of the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek) explained that the Tukin budget proposal had been submitted to the DPR.
In addition, the harmonization of the Presidential Regulation (Perpres) governing the payment mechanism has been completed and submitted to the Ministry of Empowerment of State Apparatus and Bureaucratic Reform (Kemenpan-RB) to be signed by President Prabowo Subianto.
The Deputy Minister of Higher Education, Science, and Technology (Wamendiktisaintek), Stella Christie, emphasized that the disbursement of Tukin requires synergy across ministries.
“This is not just a matter of the wishes of one institution, but there must be synergy with various parties,” he said when met at the UGM Vocational School, Tuesday (4/2/2025).
Since the Ministry of Education and Technology was established, she continued, her party has fought for Tukin to be disbursed immediately.
“We understand the importance of the principle of justice in paying Tukin, but this decision must be based on clear legal regulations,” added Stella.
Meanwhile, the Director General of Higher Education, Prof. Khairul Munadi, emphasized that Tukin is one of the government’s priority policies in improving the welfare of lecturers and the quality of higher education.
He also explained that the 2025 Tukin budget has been proposed in three schemes, namely the sufficient option of IDR 2.8 trillion, the moderate option of IDR 3.6 trillion, and the complete option of IDR 8.0 trillion.
However, the Ministry of Finance has set an allocation of IDR 2.5 trillion which will be given to 33,957 ASN lecturers in various higher education institutions.
The Minister’s Expert Team, Prof. Johannes Gunawan, outlined the bureaucratic stages required in the disbursement of Tukin, including the proposal of the ASN lecturer’s job class to Menpan-RB to the preparation of the Presidential Regulation as the legal basis for the disbursement.
Johannes emphasized that the Tukin disbursement process for 2025 has been carried out according to procedure and is on the right track.
He also emphasized the importance of further socialization so that lecturers understand the disbursement mechanism well.
With the strategy that has been prepared, the government ensures that the implementation of Tukin payments is transparent and accountable.
This step is real evidence that lecturer welfare remains a top priority for improving the quality of higher education in Indonesia. (*)
