The Government’s Priority to Build Papua, The Importance of Increasing Human Resources

The priority of the Central Government in coordinating with the Regional Government to continue to carry out development in Papua is to continue to strive to improve the quality of human resources, especially for the next generation in Cenderawasih Earth.

Papua’s development is being intensively carried out and synergy is also being optimized between the Central Government and the local Regional Government (Pemda). According to the Acting Governor of West Papua, Paulus Waterpauw, one of the 5 (five) priority programs in development on Cenderawasih Earth is an increase in the quality of life and also the capacity of human resources (HR).

The formulation of the 5 (five) development priority programs is entirely the result of the Development Planning Meeting (Musrenbang) of the Regional Government Work Plan (RKPD).

Indeed, recently the government has been really very keen in trying to continue to realize equitable development in all corners of Indonesia, including in the Land of Papua, which has become one of the priorities of the government of the Republic of Indonesia (RI) to continue to increase its development.

Furthermore, in addition to efforts to improve the quality of life and human resource capacity in Cenderawasih Earth, there are also 4 (four) other priority programs that are in accordance with the results of the West Papua Provincial Government’s Musrenbang RKPD in Manokwari some time ago.

The four priority programs include improving governance for public services, increasing inclusive and sustainable economic growth, accelerating the reduction of extreme poverty and accelerating the development of basic infrastructure and connectivity.

Regarding the sector, improving governance for public services itself is one of the important things because so far, this issue in Papua itself in particular has continued to be a challenge. Therefore, one of the concrete ways that has been implemented by the Central Government is by dividing the region and forming a New Autonomous Region (DOB) in Papua, so that public services can truly reach the grassroots and the people no longer have to travel. who are far away or go through convoluted bureaucracy when they want to need a public service.

This is also in line with efforts to accelerate the development of infrastructure and connectivity which have also recently been intensified during the leadership era of the President of the Republic of Indonesia, Joko Widodo (Jokowi) who considers that infrastructure is the key and the starting point for regional growth, including to help increase welfare and community economy.

Due to the existence of wide open connectivity, conditions in the Papua region which may have been very difficult to touch before, are now slowly starting to improve greatly and make access easier, so that it can also make it easier for the supply of goods and services to get to Papua.

Therefore, it has become a challenge and also a task that must be carried out by the community together in order to continue to improve performance achievements in various development sectors, especially in the upcoming 2024 year.

The target of achieving improvements in performance in various development sectors is then very much needed for a development planning approach that is thematic and holistic, as well as integrative and special to continue to support so that the development objectives undertaken can actually be carried out far more effectively and efficiently.

Several other challenges that must be faced together in order to accelerate development in Cenderawasih Earth, especially at the level of improving the quality of human resources (HR) are regarding efforts to increase access to and quality of basic needs fulfillment, both in the education as well as health and social protection.

However, an increase in the quality of meeting basic needs for the community, such as in the education sector, for example, will certainly be able to help produce future generations of the nation who are highly qualified both in the academic and non-academic fields for the sustainability of the country and especially for Papua itself. .

When the next generation there, all of them have a good level of education and quality, of course it will also have a big impact in being able to improve the quality and welfare of the people there.

In addition, there are also other challenges that must be overcome jointly and collaboratively, namely regarding optimizing gender-based development and protecting children and the elderly (elderly). Including that there are still horizontal conflicts and criminality which are also obstacles to development in Papua, all of which will be resolved if the quality of human resources, especially the next generation can be improved.

For this reason, it is very important to continue to improve the quality of human resources and the next generation in Cenderawasih Earth, because it starts with the existence of quality human resources, so that in the future development in the Land of Papua will be far more optimal, maximal and effective and efficient.
