To Maximize the Acceleration of Papua’s Development, the Government Prepares ASN in New Guinea

In order to further maximize efforts to accelerate development in Papua, the Government of Indonesia is preparing professional, quality and high-quality ASNs to be able to fill regional expansion in the New Autonomous Region (DOB). With the readiness and maximum filling, it will also be more helpful for improving people’s welfare.

It is known that regional division in Papua Province, through the existence of the New Autonomous Region (DOB), is indeed being intensified by the Government of the Republic of Indonesia (RI). In the Papua New Guinea, indeed to be able to guarantee its success, especially so that it can really have a number of good impacts on the local community, it must be implemented as well and as much as possible.

Therefore, the Ministry of Home Affairs of the Republic of Indonesia (Kemendagri RI) is continuing to prepare professional and superior State Civil Apparatus (ASN). The preparation of these superior and qualified ASNs, in particular, will indeed be assigned to as many as 4 (four) New Autonomous Regions of Papua, namely the Provinces of South Papua, Mountains Papua, Southwest Papua and Central Papua.

One of the concrete steps taken by the Ministry of Home Affairs in their efforts to prepare ASNs to be able to improve their quality and quality to provide optimal public services for indigenous Papuans (OAP) in Cenderawasih Earth is to carry out various types of training.

There is a CPNS Basic Training (Latsar) for Group III for the Full Praja Institute of Domestic Administration (IPDN) Batch XXIX which comes from the Papua Province Registration in 2023. It is also known that the training has been held since February 27 2023 and ended on June 16 2023.

Regarding the training specifically for IPDN Retired Praja from Papua, the Head of the Regional Human Resources Development Agency (BPSDM) of the Ministry of Home Affairs, Sugeng Hariyono said that the purpose of the training was to continue to support the acceleration of development in the easternmost province of the country.

Not only limited to supporting the acceleration of development in Papua, but the training that was carried out by the Ministry of Home Affairs for ASNs was also carried out to further support the expansion of regions through the New Autonomous Region (DOB) in Cenderawasih Earth through the provision of ASN from IPDN alumni who are highly qualified .

Some of the characteristics of quality ASNs are those who have high moral integrity, then they also have an honest soul, have passion and the motivation is why nationalism and nationalism are strong. Not only that, but they also have superior and responsible personality traits.

It is not half-hearted, even in carrying out Basic Training activities for prospective State Civil Apparatus (ASN) also using many methods at once which are combined in a comprehensive and inclusive manner.

The method used by the Ministry of Home Affairs in carrying out Latsar is the blended learning method with the stages of Independent Training with the Massive Open Online Course (MOOC), then there is also E-Learning which is the result of collaborative learning from synchronous and asynchronous.

Actualization or habituation continues to be trained from these ASNs, and in the final stage which is carried out in a series of Basic Training activities (Latsar) to be able to improve the quality of them so that they can support development in Papua and also regional expansion through DOB is at the classical learning stage.

Apart from the fact that the goal is to have a good impact on Cenderawasih Earth, that is, qualified ASNs will then be able to support the acceleration of development as proclaimed by the Government of Indonesia in the Land of Papua, but another goal of having a Latsar is to be able to increase the national ranking of HDI in Papua Province.

It should be noted that based on data from the Central Statistics Agency (BPS) which was recorded in 2022, the Human Development Index (IPM) in Papua Province itself has a score of 61.39 out of the national average, which is 72.91. So it is very clear that the HDI there is quite far below the national average, which also makes the easternmost province ranked 34th nationally.

Therefore, because previously the HDI of the Papua Province itself was below the national average and was ranked 34th, so there is a great need for various specific strategies to be able to accelerate and catch up with other provinces in Indonesia.

When the Papua New Guinea has been prepared in such a way by the Government of the Republic of Indonesia to the fullest, then the next task of all parties is to fill it properly and optimally as well. Because of course all of this will greatly impact and help accelerate development on Earth of Cenderawasih. Therefore, more professional and qualified civil servants are also prepared to further support the welfare of the Papuan people.
