Dissolution of Nonstructural Institutions for the sake of Simplification of the Bureaucracy

The public was again shocked by President Jokowi’s move to dissolve 10 state institutions. Because this is not the first time. This dissolution was carried out to simplify the bureaucracy that was too fat. So that there is no overlap between ministries and non-structural institutions.

At the end of this year, President Jokowi will disband 10 state institutions. This dissolution should not be seen as something negative, but must be done so that there is a streamlining of non-structural institutions. Because if there are too many of them, there will be difficulties in managing them.

Politician Mardani Ali Sera appreciated President Jokowi’s steps in dissolving the ten non-structural institutions. According to him, this elimination is necessary for the sake of fast public services. Also supports the acceleration of the bureaucracy. However, he also warned that the dissolution should also be accompanied by bureaucratic reform.

Mardani Ali added that so far there has been chaos because of the overlapping functions of non-structural institutions with ministries. Even though the institution was formed under the ministry, so that the legal basis is also strong. In addition, the dissolution is also based on a strong design, so it does not appear to be digging the hole cover the hole.

If the 10 institutions are finally dissolved, then the ministry will no longer bother because there are 2 kinds of regulations that confuse the public. So that they will obey the rules of the ministry only, and no longer cross with the institution. So the dissolution must be treated as something positive.

So far, the word ‘bureaucracy’ is still a scourge for society. Because if you are going to take care of licensing and other matters related to government, you can already imagine how long and important the process is. Sometimes they are even mugged by the unscrupulous. Now when an institution is dissolved, it is hoped that the dilapidated bureaucracy will be even better.

In addition, of the ten institutions there are also those that can be handled by the ministry. So no 2 parties take care of the same thing. For example, telecommunication problems can be handled directly by the Ministry of Telecommunication and Information, because the Indonesian Telecommunication Regulatory Body has been dissolved.

Meanwhile, sports matters, PON management, and athletes can go directly to the Ministry of Youth and Sports. The reason is because the Indonesian Professional Sports Agency has been frozen. To manage food security, we can go to the Ministry of Agriculture, because the Food Defense Agency has been disbanded.

The National Research Council was also dissolved and transferred to the Ministry of Research and Technology. There are also several other non-structural institutions that have also been transferred to the ministry. The employees are also automatically transferred to the relevant ministries. So they don’t have to be upset, because they already have the status of state servants and they can’t be fired just because their institution was disbanded.

In addition, the dissolution of state institutions will also save budget. Its efficiency is also very large, reaching 221 billion rupiah. Because if 10 state institutions are dissolved, the budget for maintaining the building and its operational costs will automatically be removed. This savings is very important because it is imperative that we tighten our belts in times of a pandemic.

Several years ago, the former BUMN Minister Dahlan Iskan also expressed a proposal to dissolve several BUMNs, because they were considered unhealthy. He also argued that there must be efficiency, thus saving state money. But undone because of many things. When a state institution is dissolved for reasons of efficiency, this is in line with Dahlan Iskan’s thinking.

Dissolving state institutions should not be seen as something bad. Because they were frozen for reasons of bureaucratic simplification. The management of non-structural institutions is not too fat, so it will be more effective, efficient, and save state expenditure.
